June 28, 1949, brought a recorded complaint concerning Baqa al-Gharbiyye and further exchanges over refugees and territory. The documents show claims and diplomatic pressure after an expulsion, rather than another removal. They also preserve competing positions on Gaza and repatriation.12

How was the Baqa al-Gharbiyye case recorded?

Riley’s later report assigns the Jordanian complaint to June 28. It describes subsequent investigation and a majority finding of armistice violation without giving the original minutes here. The major study preserves the night of June 27 as the reconstructed occurrence. The roughly 1,500 complainant estimate and Morris’s range overlap and cannot be added.3

What did the commission and American officials discuss?

The morning commission meeting with the delegation of מדינת ישראל MEDINAT YISRAʾEL considered refugees, property and territory. American instructions on the Gaza option included citizenship, living conditions and possible oversight. Conditions sought by Washington were not Egyptian agreement or verified admissions. The Gaza study carries this ongoing proposal rather than multiplying new Events for each telegram.45

When did חיים ויצמן ḤAYIM WEIZMANN speak with McDonald?

The editorial note to McDonald’s June 28 telegram cites a June 29 report dating his conversation with חיים ויצמן ḤAYIM WEIZMANN to June 28. It describes concerns about substantial repatriation and renewed war. A security assessment attributed to a president is not an order applying to every refugee or proof of a renewed offensive. The conversation occurrence and next day’s report are retained separately.6

How is this dated?

SR/LM.23 gives June 28 at 10:30 a.m. Riley explicitly dates the complaint June 28, while FRUS 802’s editorial note cites a June 29 report of a June 28 conversation. Their absent clocks do not override the separately reconstructed night of the expulsion. The daytime civil-day placement is א׳ בתמוז ה׳תש״ט 1st 𝑜𝑓 Tamuz, AM 5709. Without an occurrence hour, an after-sunset act would fall on ב׳ בתמוז ה׳תש״ט 2nd 𝑜𝑓 Tamuz, AM 5709; dispatch, receipt and implementation are not presumed simultaneous.789

Guided reflections

  • Why must complaint totals not be added to the estimate for the same expulsion?
  • How do conditions on a territorial proposal differ from consent to it?
