ثم كتبت مذكرة ثالثة، إلى الهر هاينريش هملر وزير الداخلية، الذي كان يشرف حينئذ على جميع البلاد المحتلة في أوروبا، مؤرخة في ٢٧ تموز ١٩٤٤ هذا نصها:

برلين ٢٧ يوليو ١٩٤٤

إلى وزير الداخلية هـ. هملر

كنت قد أشرت في كتابي إلى معاليكم المؤرخ في ٥ حزيران ١٩٤٤ إلى حديثنا بشأن شمول اليهود بمشروع مبادلة بعض المصريين الذين يعيشون في المانيا.

وقد طلبت إليكم أن تتخذوا جميع الإجراءات التي من شأنها أن تحول دون هجرة اليهود إلى فلسطين، وأن هذه الإجراءات سوف تكون متوافقة مع السياسة الألمانية بصورة عامة، وبصورة خاصة مع تصريح الحكومة الألمانية بمناسبة ذكرى وعد بلفور يوم ٢ نوفمبر ١٩٤٣ الذي جاء فيه: «إن تدمير ما يسمى بالوطن القومي اليهودي في فلسطين هو جزء لا ينفصل عن سياسة الرايخ الألماني الأكبر». كما تلقتم في برقيتكم التي بعثتم بها إلي في نفس المناسبة: «إن الحركة الوطنية الاشتراكية منذ ابتدائها قد سجلت على رايتها المعركة مع اليهودية العالمية».

وفي هذه الأثناء علمت أن اليهود قد غادروا فعلاً يوم ٢ يوليو ١٩٤٤ ويخشى أن ترحل من المانيا وفرنسا مجموعات أخرى من اليهود، بموجب خطة مبادلة الألمان المقيمين بفلسطين، الأمر الذي من شأنه أن يشجع دول البلقان على إرسال يهودها إلى فلسطين أيضاً، وبالإضافة إلى ذلك فإن هذه الخطوة سوف يصعب على العرب والمسلمين فهمها، وسوف تبعث في نفوسهم شعوراً قوياً بخيبة الأمل.

ولهذا فإني أرجوكم أن تفعلوا كل ما يلزم لمنع اليهود من الهجرة لفلسطين، وبهذا تعطون مثلاً حياً لسياسة الحياد التي تتبعها المانيا الحليفة والصديقة نحو الشعب العربي.

I then wrote a third memorandum, to Heinrich Himmler, the interior minister who at that time supervised all the occupied countries in Europe, dated 27 July 1944. Its text follows:

Berlin, 27 July 1944

To the Minister of the Interior, H. Himmler

In my letter to Your Excellency dated 5 June 1944, I had referred to our discussion about including Jews in the project to exchange some Egyptians living in Germany.

I asked you to take every measure that would prevent Jewish migration to Palestine, and stated that these measures would accord with German policy in general and especially with the German government’s statement on 2 November 1943, the anniversary of the Balfour Declaration, which said: “The destruction of the so-called Jewish national home in Palestine is an inseparable part of the policy of the Greater German Reich.” You also received, in the telegram you sent me on the same occasion: “Since its beginning, the National Socialist movement has inscribed the struggle against world Jewry on its banner.”

Meanwhile, I learned that the Jews had in fact departed on 2 July 1944, and I fear that other groups of Jews will leave Germany and France under the plan to exchange Germans residing in Palestine. This would encourage the Balkan states to send their Jews to Palestine as well. In addition, this step would make it difficult for the Arabs and Muslims to understand and would create in them a strong feeling of disappointment.

For this reason, I ask you to do everything necessary to prevent Jews from migrating to Palestine. In this way you will provide a living example of the policy of neutrality that friendly and allied Germany follows toward the Arab people.

I then wrote memoranda to the foreign ministers of all the other states that I learned would permit the Jews in their countries to leave for Palestine, asking them to prevent this. They followed the model of the memorandum I had sent to the foreign minister of Hungary. Its text follows:
