[Qutb's text — collated Arabic] فهذه مذاهب اجتماعية لكل منها خطوطه الرئيسية ولكل منها مقوماته وخصائصه كذلك . ولهذه المقومات والخصائص أثرها في تحديد نوع الحكم وشكله في توزيع الثروة ، وفي علاقات الانتاج وفي مناهج التربية والتعليم ، وفي عقلية التشريع ومصادر التشريع . وانه لمن العبث أن نحاول إعادة بناء وطن دون تحديد الخطوط الرئيسية لهذا البناء ، ودون أن نسأل أنفسنا عن نوع الوطن الذي نحاول بناءه ، ونوع المجتمع الذي نحاول انشاءه ، ونوع العقلية التي نعدها للحياة في هذا المجتمع . إن الذي يحاول أن يبني بيتاً لا يبدأ في بنائه قبل أن يضع له تصميماً هندسياً فما بال من يحاول أن يبني وطناً وأن يربي شعباً ، وأن يرسم مستقبلاً ! من أجل هذا كانت الاجابة على ذلك السؤال هي حجر الزاوية في بناء المستقبل كله إذا نحن شئنا أن نضع حداً لسياسة الارتجال التي كانت طابع العهد الماضي وأن نميز العهد الجديد بطابع جديد . هذه حقيقة وهناك حقيقة أخرى ينبغي أن يلتفت اليها الذين يحاولون الاجابة على ذلك السؤال أن هنالك واقعاً ثابتاً في حياة هذا البلد ليس من الحكمة تجاهله فتجاهله هو اصطدام بطبائع الأشياء هذا الواقع هو أن لهذا الشعب طابعاً معيناً ، وتاريخاً معيناً ، وعقائد معينة ، وفلسفة معينة ، وتصور للحياة معيناً كذلك فعند الاجابة على هذا السؤال لا يجوز تجاهل هذا كله ولا تجوز محاولة فرض فلسفة أجنبية على هذا الشعب ذلك أن مهمة واضع الدستور ، أو واضع سياسة التربية والتعليم ، أو واضع السياسة الاقتصادية ليست هي فرض عقائد وأفكار وفلسفات واتجاهات شخصية على مجموعة الشعب . إنما تنحصر مهمته في أمر واحد ، هو تحقيق شخصية الشعب

[Sayyid Qutb] These are social doctrines, each with its principal outlines, foundations, and characteristics. These foundations and characteristics affect the determination of the kind and form of government, the distribution of wealth, relations of production, methods of upbringing and education, and the outlook and sources of legislation.

It is futile to try to rebuild a homeland without determining the principal outlines of this construction and without asking ourselves what kind of homeland we are trying to build, what kind of society we are trying to establish, and what kind of mind we are preparing for life in this society.

A person trying to build a house does not begin construction before drawing up an architectural plan. What, then, of someone trying to build a homeland, educate a people, and shape a future?

For this reason, the answer to that question is the cornerstone of building the entire future, if we wish to put an end to the policy of improvisation that marked the past era and give the new era a new character.

This is one truth. There is another truth to which those trying to answer that question should pay attention. There is a fixed reality in the life of this country that it is unwise to ignore, for ignoring it means colliding with the nature of things. This reality is that this people has a particular character, a particular history, particular beliefs, a particular philosophy, and likewise a particular conception of life. In answering this question, none of this may be ignored, and no attempt may be made to impose a foreign philosophy upon this people. The task of the person drafting the constitution, education policy, or economic policy is not to impose personal beliefs, ideas, philosophies, and tendencies upon the people as a whole. That task is limited to one thing: giving expression to the people’s
