[Qutb's text — collated Arabic] الأصيلة وتصوره الخاص للحياة في دستوره وفي سياسة تربيته وفي مشروعات اقتصاده . وتجاهل هذه الحقيقة لا ينشئ إلا الشر مهما تكن الاتجاهات التي يراد فرضها طيبة في ذاتها لأن قوى الشعب الكامنة لا بد أن تعمل . ومحاولة كبتها أو قسرها على العمل ضد طبيعتها لا تنتج إلا الاصطدام بين هذه القوى وبين الاتجاهات الغريبة التي يراد فرضها . كما أن تجاهل الوقائع الثابتة في حياة هذا الشعب لا يقابل منه إلا بالاعراض والنفور وإلا بالعزلة بين الضمير الشعبي والقائمين على التوجيه والتنفيذ وليس في هذا مصلحة لأحد من الحاكمين أو المحكومين . ولقد كان مفهوماً أن تطرح لجنة الدستور ولجنة سياسة التعليم ولجنة تنمية الاقتصاد القومي . ذلك السؤال وأن تجيب عليه قبل أن تبدأ كل منهما عملها . فالحقوق الأساسية في الدستور واتجاه سياسة التربية واتجاه المشروعات الاقتصادية تتكيف قطعاً بنوع الاجابة. باعتبار أن الدستور هو الذي يقرر العلاقات الأساسية بين المواطنين . وهذه العلاقات تتأثر بالمذهب الاجتماعي الذي تعتنقه الدولة . وباعتبار أن التربية هي الوسيلة لإعداد الفرد المناسب للمجتمع الذي يتقرر شكله وباعتبار أن السياسة الاقتصادية ليست سوى تطبيق عملي للسياسة الاجتماعية . وربما خطر ببال هذه اللجان الرئيسية أنه يمكن تجاهل هذه النقطة الرئيسية والمضي في العمل ثم تقرير هذه السياسة فيما بعد . ولكن هذا تصور ساذج ومعكوس للأمور لا يتفق مع خطورة عمل هذه اللجان . فان كل البحوث لا يمكن البدء بها قبل تقرير نوع الحكم وطبيعة الشعب وصبغة المجتمع الذي يراد رسم السياسة له وكل شيء يمكن استيراده من

[Sayyid Qutb] authentic character and its own conception of life in its constitution, education policy, and economic projects.

Ignoring this truth produces nothing but evil, however good the tendencies to be imposed may be in themselves, because the people’s latent forces must act. Attempting to suppress them or force them to act against their nature produces only a collision between these forces and the alien tendencies that are to be imposed.

Likewise, ignoring the fixed realities in this people’s life will meet only with aversion and estrangement and will create a separation between the popular conscience and those directing and implementing policy. This serves the interests of neither rulers nor ruled.

It was taken for granted that the constitution committee, education policy committee, and national economic development committee would pose that question and answer it before each began its work. The fundamental rights in the constitution, the direction of education policy, and the direction of economic projects are certainly shaped by the kind of answer. This is because the constitution determines the fundamental relations among citizens.

These relations are affected by the social doctrine embraced by the state. Education is the means of preparing the individual suited to the society whose form is determined. Economic policy is nothing but the practical application of social policy.

Perhaps it occurred to these principal committees that they could ignore this principal point, proceed with the work, and then determine this policy later. But this is a naive and inverted view of the matter, inconsistent with the gravity of these committees’ work.
