When we say that they are part of another people and another race and that they have no right to enjoy what the children of the country in which they live enjoy, we look back to ancient history. We say that no Jew enjoyed civil rights in Babylon, Alexandria, Greece, Rome, any Christian province, the accounts of the Romans or Slavs, or among the Islamic peoples. We would not be exaggerating if we said that their position was likewise among the ancient Egyptians.

Article five of the program stipulates that anyone who is not one of Germany's children may live in Germany as a guest subject to the laws governing foreigners. Articles six, seven and eight say that state offices of every kind must be filled by the children of the nation, even if that requires removing foreign employees from their offices in the states. They also call for halting and preventing immigration into Germany and compelling everyone who immigrated to Germany after 2 August 1914 to leave it.

These provisions do not mean or concern the Jews alone, although they include them just as they include a Black person from Liberia or a Mongol from Asia. If you look at the Jewish national home in Palestine, you find that they themselves do not assign any position to any non-Jew.
