This day of מלחמת העצמאות MILḤEMET HAʾAẒMAʾUT joined the developments below while the English Empire still held the Mandate in ארץ ישראל EREẒ YISRAʾEL. The safety and authority of יהודים YEHUDIM, and the lives of civilians affected by fighting and displacement, were at stake.

What happened before dawn?

The second assault on النبي يوشع NABI YUSHA failed after the overnight approach. The later military account reports twenty-two dead and describes attempts to retrieve wounded comrades under fire. The Second assault on the police fortress failed. preserves the mission's 20 April date and its 21 April assault, including an unresolved communications detail.1

How was civil authority being organized?

The diary records appointment of a seven-member administration for ירושלים YERUŜALAYIM. Its authority included food, water, fuel and shelter for displaced people. Its original wording begins:

סמכותם לנהל ולסדר עניני אספקה וחלוקת מזון, מים, דלק

ᴛʀᴀɴꜱʟᴀᴛɪᴏɴ:

Their authority: manage and organize supply and distribution of food, water, fuel.2

The Appointment of a wartime civil administration. explains the distinct responsibilities of civil administration, army and national council. Hunger in poorer neighborhoods did not by itself establish a famine across the city.

Which communities were changing hands?

Departures from مسكة MISKA continued through 21 April; entry by ההגנה HAʾHAGANA followed that evening. A working completion date does not make every household's departure a 21 April act. The Expulsion of Arab residents. explains the order, rejected relocation proposal and uncertainty about exact stages.

At חיפה HAIFA, imperial redeployment was followed by heavy fighting from midday. UK120 describes attacks on positions and commercial areas, while civilian flight began before final truce discussions. The reused event://5708־01־13־jewish־forces־capture־חיפה HAIFA covers 21–22 April without confusing control with completed evacuation.3

What was transmitted internationally?

On 21 April the secretary-general transmitted a draft statute for ירושלים YERUŜALAYIM and the Trusteeship Council's new resolution. The enclosed 10 March resolution had completed discussion of the draft while deferring formal approval and appointment of a governor. Thus 21 April dates transmission and a further councilresolution, not the initial drafting or installation of international government.4

The existing Reportage that Transjordanian ruler عبدالله א׳ ABDULLAH I offered peace only under continued Arab sovereignty. also assigns a sovereignty-conditioned statement to this date through a 1959 memoir. It remains a later reproduction requiring the original news-agency record.

How is this dated?

This is Day 144 of the 599-day civil-date series: 1948-04-21. The public Ivrit route is י״ב בניסן ה׳תש״ח 12th 𝑜𝑓 Nisan, AM 5708, the fixed Hebrew-calendar conversion of its daytime portion. After sunset the date is י״ג בניסן ה׳תש״ח 13th 𝑜𝑓 Nisan, AM 5708. The rundown covers the civil day; linked studies retain their own occurrence routes and material alternatives. Source issue, dispatch, diary and later scholarship dates are identified beside the claims above. A reconstructed occurrence is not converted into an exact hour merely to fit this route. The assault at النبي يوشع NABI YUSHA belongs to the night of 20–21 April, while the departures from مسكة MISKA span 20–21 April and evening entry is distinct.

Guided reflections

  • How did appointment of a civil administration connect security to food and shelter?
  • Why must the initial draft statute, its transmission and a governor’s appointment remain distinct?
