On 7 May 1948 the הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT publicized an appeal for Security Council action against Arab military intervention. משה שרת MOŜE SHARETT separately wrote to George Marshall to reject postponement of national government while affirming willingness to negotiate a truce. Withdrawal also disrupted communications, while refugees of יהודים YEHUDIM in Austria continued seeking return to their homeland.

How were security and sovereignty connected?

The seventeen-point public appeal cited Arab Legion actions and northern attacks dated 1 and 4 May. Earlier diplomatic references show an Agency communication on 1 May, but its identity with the text released on 7 May remains unresolved. The release has its own study, Public appeal for action against Arab military intervention.; the attacks retain their own dates.1 2

The letter to Marshall distinguishes discussing terms from accepting a political standstill. It rejects preventing a provisional government or prolonging imperial rule while proposing a reciprocal ceasefire. The surviving diplomatic edition preserves a copy from the Clifford Papers, not a newly found departmental original. Its argument is treated in משה שרת MOŜE SHARETT rejected postponement of sovereignty..3

Were replacement communication services already operating?

JTA reports the suspension of mail and telegraph services and uncertain telephone connections. It also describes an agreement reached the previous night to restore international mail, with further approval still sought. Negotiating replacement services does not establish that regular delivery had already resumed. Administrative continuity mattered for families, trade and institutions preparing for sovereignty.4

What did the Austrian refugee figures actually measure?

The 7 May headline says eighty percent still wanted to go to the homeland. The body gives about 18,000 out of 24,000 registered refugees and displaced persons—approximately seventy-five percent—and also discusses registrations for other destinations. The discrepancy remains explicit; the headline is not an exact verified survey result.5

These are people rebuilding after Nazi persecution, with age, children and relatives influencing their choices. The figures concern the population registered in Austria, not all survivors of the Holocaust or every displaced person in Europe. Reported clandestine departures are estimates over months, not new departures of five thousand people on this day. No claim that an individual was a family’s last survivor is established.

How is this dated?

This is Day 160 of the 599-day civil-date series: 1948-05-07, using the public daytime route כ״ח בניסן ה׳תש״ח 28th 𝑜𝑓 Nisan, AM 5708. The civil slot identifies this rundown; it does not date every incident to the same Hebrew day. After sunset the local route becomes כ״ט בניסן ה׳תש״ח 29th 𝑜𝑓 Nisan, AM 5708. The appeal’s public release and diplomatic letter are 7 May; earlier dispatch dates and 6 May replacement-mail negotiations remain separate. The source roles and occurrence dates are identified beside each account and in the linked studies.6

Guided reflections

  • How could a ceasefire preserve life while a political standstill threatened sovereignty?
  • Why should the refugee headline’s 80 percent be tested against its body’s registration figures?
