The provisional governing arrangements proclaimed for מדינת ישראל MEDINAT YISRAʾEL took effect when the Mandate ended during the night of 14–15 May 1948. A council and executive already assembled from national institutions now acted as the state’s provisional legislature and government.

What did the declaration prescribe?

The declaration transmitted to the United Nations says the national council would act as the provisional state council and its executive as the provisional government from the termination of the Mandate, pending elected institutions. These were specified temporary authorities, not an assertion that elections or a permanent constitution had already been completed.1

Why distinguish the reading from the effective arrangements?

דוד בן-גוריון DAVID BEN-GURION read the proclamation on 14 May. The text’s legal timetable placed provisional authority at the later night boundary. The reading is event://5708־02־05־israel־independence־declared; the imperial expiry is event://5708־02־06־british־mandate־ends. Maintaining both preserves the actual sequence of national action rather than collapsing an afternoon ceremony and midnight change into one timestamp.

How was authority exercised under attack?

The diary for 15 May records preparations for defense and air attacks on תל אביב TEL AVIV. Governing authority had to become a working system for command, transport, supplies and civilian protection while those systems were under attack.2

The following days’ records show that the government still needed to clarify which earlier national bodies could make binding military decisions. The declared transfer was real while institutional integration remained work in progress. It did not prove immediate control over every armed organization or every locality in ארץ ישראל EREẒ YISRAʾEL.

How is this dated?

The transmitted declaration explicitly makes the provisional arrangements effective from the night of 14–15 May 1948, after the end of the Mandate. That local night falls on ו׳ באייר ה׳תש״ח 6th 𝑜𝑓 Iyar, AM 5708. The earlier afternoon proclamation remains on ה׳ באייר ה׳תש״ח 5th 𝑜𝑓 Iyar, AM 5708.3

Guided reflections

  • Why did the declaration need to identify temporary governing institutions rather than announce only a state name?
  • What evidence would show how a declared authority became effective command?
