On 28 June 1948, the mediator presented his first political suggestions to the parties, while a general military order extended oath-taking across צה״ל ẒAHAL. These were distinct exercises of authority during the first truce: an international proposal for the state's future and an internal demand for allegiance to its government.
What did the mediator present?
The Folke Bernadotte proposed a union of Arab territory and מדינת ישראל MEDINAT YISRAʾEL. proposed an union between Arab territory and מדינת ישראל MEDINAT YISRAʾEL, international review of immigration after two years, possible territorial changes and refugee return. Its papers were signed June 27, presented June 28 and publicly released July 4. The government diary records receipt June 29. None of those dates constitutes implementation.1 2
A suggestion to place the capital in Arab territory and to permit outside review of immigration touched central responsibilities of sovereignty of עם ישראל AM YISRAʾEL. The proposal was exploratory and voluntary, not an imposed constitutional instrument.
How was the military oath extended?
The general order attributed to יעקב דורי YAʾAKOV DORI is dated 21 Sivan, June 28. It addressed the wider army after the senior-command ceremony. The documentary reproduction gives a dated instruction; unit-by-unit execution requires separate records.3
JTA’s June 29 edition describes general oath-taking and the prior commanders’ ceremony. Its relative expression for the senior ceremony conflicts with the dated archive and noontime diary; its issue date also does not establish that every unit swore on June 29.4
The order mattered because one national army needed a common source of authority. Yet the following week's resignation letters show that allegiance did not settle every disagreement over staff work and civilian–military consultation.
How is this dated?
This is the civil-day recap for 28 June 1948, Day 212 counted inclusively from 30 November 1947. The route dates this recap, not every earlier act recounted in its sources. 5 6
Guided reflections
- Why do signature, presentation, receipt and public release have four dates for the same proposal?
- What would unit logs add to a general order requiring the oath?
