On 2 July 1948, the government appointed the Committee of Five to address the crisis in military command. The same day’s diary records work on training and staff appointments, while contemporary news reported Arab rejection of the mediator’s political proposals.
What was the committee meant to resolve?
The The government appointed a committee on military command. separates its appointment July 2 from hearings July 3–6. The historical archive describes a practical inquiry into how the war could be conducted effectively. It was not a court deciding every grievance's legal justice.1
The diary records that one commander clarified his willingness to accept a posting while another stood by his resignation. Those differing decisions matter to the command crisis; the army was not simply one unanimous bloc against the government.2
What do the training figures measure?
The entry gives 225 men in a platoon-commander course, 45 in a sniper course and 30 in a mortar course, among other training. Those are reported enrollment figures for separate courses, not newly mobilized fighters or graduates that day. Discussion of postponing administrative transfers likewise records a proposed organization of work, not proof that every change was executed.3
What did the news report about Arab rejection?
JTA’s July 2 dispatch attributed rejection to Transjordan’s premier and reported that the Arab states would not accept the existence of a מדינת ישראל MEDINAT YISRAʾEL. It also reproduced a newspaper’s version of the suggestions. That mediated summary differed from S/863 and must remain attributed. The formal July 3 counterproposal has its own dated study.4 5
A political rejection by Arab governments and a command dispute inside צה״ל ẒAHAL were different challenges to the state’s ability to survive. The records identify their actors rather than transferring one institution’s decision to an entire people.

Guided reflections
- Why are training enrollments different from soldiers ready for renewed combat?
- How should a newspaper’s relayed version of the plan be checked against S/863?
