On 4 July 1948, the mediator’s suggestions were publicly released, while דוד בן-גוריון DAVID BEN-GURION recorded military planning and the command committee’s continuing hearings. Preparing for renewed fighting did not mean that the operations under discussion had already begun.
Which document became public?
S/863 records an instruction to release the text at 14:00 Eastern Daylight Time on July 4. It had been signed June 27 and presented June 28. This dates the public circulation of the Folke Bernadotte proposed a union of Arab territory and מדינת ישראל MEDINAT YISRAʾEL., not a second presentation or a new agreement.1 2
The public could now encounter the framework for the union, immigration review, territorial changes and refugee return. Publication does not establish that every reader saw it or that either government accepted it.
What military planning was recorded?
The diary discusses future action around לוד LOD and רמלה RAMLA, including the use of brigades and heavy aircraft. Suggestions for bombing foreign capitals were planning statements. They do not establish that the attacks were executed on July 4, nor that the later operation's start can be moved to this date.3
The inventory cited in the same entry is dated July 1 and compares holdings with requirements. A figure of 40,000 rifles describes reported stocks, not 40,000 deliveries that day. Shortages were a planning constraint; a requirement did not become an acquisition by being written in the diary.
How did the hearings continue?
The entry recounts complaints heard the previous day about coordination, responsibility and commander selection, together with the head of government’s suspicion of party intervention. The documentary table of contents dates the third and fourth sessions July 4. The participants' accusations and criticisms remain their statements, not a unanimous inquiry finding.4 5
The record shows military institutions using the ceasefire to prepare. Public diplomatic proposals and internal operational plans occupied the same day while belonging to separate decision processes.
How is this dated?
This is the civil-day recap for 4 July 1948, Day 218 counted inclusively from 30 November 1947. The public OTD route is כ״ז בסיון ה׳תש״ח 27th 𝑜𝑓 Sivan, AM 5708, the daytime Hebrew date converted from the Gregorian calendar; after local sunset it is כ״ח בסיון ה׳תש״ח 28th 𝑜𝑓 Sivan, AM 5708. The route dates this recap, not every earlier act recounted in its sources. 6 7

- Why does a July 4 release fail to move the plan’s presentation from June 28?
- How must a July 1 inventory be distinguished from equipment delivered on July 4?
