On 5 July 1948, מדינת ישראל MEDINAT YISRAʾEL formally answered the mediator’s political suggestions. The diary also records a grave report of military crimes, proposed legal reform, food transport needs and requests for civilian assistance. The day joins defense of national sovereignty with responsibility for the state's own use of force.
Which sovereign powers did the government defend?
The מדינת ישראל MEDINAT YISRAʾEL rejected the mediator’s political framework. asserted control of immigration, opposed Arab domination of the capital and required freely negotiated cooperation. Its political rejection was distinct from acceptance of a longer ceasefire. The letter's military-control claim is checked against the mediator’s account rather than adopted as an unqualified map.1
What accusation reached the head of government?
The אברהם גורלי AVRAHAM GORALI reported allegations of military crimes. records alleged rape, killing and concealment at עכו AKO. The diary dates the prosecutor’s report July 5 but does not give the crime’s occurrence date. Victims and accused remain unidentified; no final judicial finding or new July 5 fatality is inferred.2
The proposal to formulate new military law was an undertaking, not an enacted statute. Establishing authority over an army included investigating alleged abuse and command concealment.
What needs did communities report?
The entry gives transport requirements ofabout 600 tons of food for the capital, a request to retain older recruits for defense at טבריה TEVERIYA, and a delegation's request to evacuate noncombatants from צפת ẒEFAT. These are requirements and requests, not proof of delivered cargo or an executed evacuation.3
A separate discussion about the exhausted population near the Dead Sea proposed replacements and departures. Reported 350 people, including 40–50 women, describes a population estimate, not a count of people evacuated July 5. The objections and proposals show civilian and industrial communities' stake in defense; they require registers to establish any actual movement.
What did the mediator seek?
A diplomatic record dates his appeal for truce extension July 5. This proposal should remain separate from the political framework being rejected and from the government's decision on July 6.4
Neither the crime allegation nor the evacuation request may be converted into an occurrence whose date the evidence does not establish.
