Civilian administration, military recruitment and the treatment of overseas volunteers occupied the wartime government. אלימלך אבנר ELIMELEḪ AVNER’s staffing report and a census-planning report show how sovereignty required institutions beyond battlefield command.

What military-government requirement was recorded?

The report article explains Avner’s estimate of 2,000 specially assigned personnel after inspecting areas under military administration. It does not establish that those people were recruited or deployed. No locality’s flight, expulsion or denial of return can be inferred from the staffing paragraph. 1

What did overseas volunteers say about their passports?

The diary records Harold Jaffe’s complaint about retained passports and volunteers who wanted to return home. דוד בן-גוריון DAVID BEN-GURION called for their return and recorded about 600 held passports. This establishes a complaint and a response, not proof that every document was unlawfully held or promptly returned. Temporary service from abroad did not necessarily mean permanent immigration. 2

The listed arrivals by origin sum to 2,227. They are an administrative snapshot up to that point, not people newly arriving on August 5. Individual personnel registers would be needed to turn the aggregate into a count of distinct volunteers.

What census and recruitment plans were reported?

JTA reported completed plans for a population register and identity documents covering יהודים YEHUDIM and Arab residents of מדינת ישראל MEDINAT YISRAʾEL and territories under its army. The report dates the plan, not an actual completed census or delivery of cards to every person. 3

The diary also records proposed recruitment measures and changing commands, together with a special department for נגב NEGEV supply. Those proposals require orders and implementation records before being described as completed formations. JTA reported that the English Empire had opened an inquiry into the רפיח RAFIAḤ equipment transaction, acknowledging a sale while disputing its military character. The transaction’s contents and final investigation result remained unresolved. 4 5

How is this dated?

TJD uses the fixed Hebrew calendar for Gregorian civil-date conversion. This is Day 250 of the 599-day civil-date series: 1948-08-05. Its daytime route is כ״ט בתמוז ה׳תש״ח 29th 𝑜𝑓 Tamuz, AM 5708; events after local sunset belong to א׳ באב ה׳תש״ח 1st 𝑜𝑓 Av, AM 5708. The daily recap keeps this civil-date slot distinct from each component’s occurrence, decision, death, dispatch and publication dates. The August 5 diary dates the staffing and passport discussions; JTA dates the report of completed census plans to the same day. 6

Guided reflections

  • What does this day show about the institutions needed to defend independence?
  • How do the occurrence dates differ from the dates of the reports used here?
