A formal peace offer and the work of organizing defense marked August 6, 1948. מדינת ישראל MEDINAT YISRAʾEL sought direct negotiations with the Arab governments fighting it, while דוד בן-גוריון DAVID BEN-GURION considered a Defense Ministry able to manage recruitment, procurement and care for military families.

What diplomatic action did the state take?

משה שרת MOŜE SHARETT asked Folke Bernadotte to transmit an invitation for governmental representatives to meet for peace negotiations. The full study distinguishes the formal August 6 request from an August 5 discussion of mediation and demilitarization. The mediator confirms that he sent it onward. No acceptance, agreed borders or completed peace can be assigned to this date. 1 2

How was defense becoming a continuing institution?

The diary records consultation with יוסף ישראלי YOSEF YISRAʾELI on accounting, procurement, production, conscription, archives, legal services and care for soldiers’ families, disabled personnel, widows and orphans. The proposed organizational structure was to be returned after further consultation and published. The entry records preparation, not enactment of every department that day. Supporting a national army required continuing administration as well as weapons. 3

A report by a returned organizer described approximately ten thousand immigrants moving through Marseille over four and a half months, with some physical or weapons preparation. That cumulative report is neither ten thousand August 6 arrivals nor proof of full military training. The diary’s equipment inventory was dated August 1, another separate reporting point. 4

What did the refugee-health observation reveal?

The later UN report dates forty-nine positive typhoid cases in the رام الله RAMALLAH area to August 6. That is a diagnostic observation within the survey completed the following day. It is not a death toll or a complete prevalence rate. The report documents dangers from water and sanitation to already displaced Arabs; their individual departure mechanisms and new daily displacement totals remain unknown. 5
