On August 9, 1948, officials discussed how military training for seventeen-year-olds might be combined with agricultural or vocational preparation. דוד בן-גוריון DAVID BEN-GURION also reviewed plans for a census and electoral documentation. Both discussions concerned institutions still being designed during war.
What was proposed for seventeen-year-olds?
The diary records consultation involving שלמה שמיר ŜLOMO SHAMIR and שמעון פרס ŜIMʾON PERES about a shared framework for youth movements, including young women. Proposed assignments to naval, air, artillery and armored services exceeded the personnel available under one calculation. Further service also required resolving whether youths called for limited training could be held for the emergency. 1
The combined military and agricultural program was prospective. The record cannot establish that all seventeen-year-olds entered indefinite service or that every proposed branch allocation was fulfilled. The parental dispute recorded August 12–13 shows that the terms of continued service remained contested.
How would residents become an electorate?
A meeting with the statistics director and a government official examined the time, labor and budget for a national census and identity documents. Planning assumptions included eight hundred thousand residents, including noncitizens, and five hundred thousand potential voters if suffrage began at eighteen. These were not completed census results. Approximately twelve thousand census-day workers and five hundred officials for preparation were projected requirements. 2
The election committee’s first working meeting belongs to August 10. This diary discussion prepared for civilian authority without proving that the voters had already been registered.
What did the discussion of military rabbis leave open?
ר׳ שלמה גורן R. ŜLOMO GOREN was considered for leadership of the military rabbinate. The prime minister questioned whether military rabbis would earn respect from both observant and secular soldiers and referred him to יעקב דורי YAʾAKOV DORI. This records an appointment discussion, not a completed appointment or proof that every brigade had a rabbi. Religious authority and a unified army required arrangements able to serve different communities of יהודים YEHUDIM. 3
How is this dated?
This is Day 254 of the 599-day civil-date series: 1948-08-09. Its daily recap route is ד׳ באב ה׳תש״ח 4th 𝑜𝑓 Av, AM 5708, the register’s daytime Hebrew conversion. Events after local sunset belong to ה׳ באב ה׳תש״ח 5th 𝑜𝑓 Av, AM 5708; the recap’s route does not assign every episode to the same Hebrew day. The diary dates the planning meetings; proposed programs and census totals are not implementation records. 4

- Which details show that longer youth service still required a legal and administrative decision?
- Why is a planning estimate of residents insufficient to establish an electorate?
