August 10, 1948, brought practical election preparations and a relief official’s proposal for a larger movement of refugees of יהודים YEHUDIM to ארץ ישראל EREẒ YISRAʾEL. The state needed representative institutions, transport finance and the ability to receive families while war and English imperial detention continued.

What electoral work began?

JTA dated the committee’s first working meeting to this day. It discussed machinery for voting and expected to consider a draft statute later. Anticipated late-autumn elections depended on fighting not resuming. The meeting did not enact a complete law or register every voter. A political opponent’s allegation that the government would perpetuate its rule remains an accusation, tested against the later actual election. 1

What did the relief director propose?

יוסף שוורץ YOSEF SCHWARTZ, European director of the Joint Distribution Committee, arrived and described a plan for ten thousand immigrants monthly over two years. He estimated transport alone at $1.25 million monthly. His public ambition was to turn restored sovereignty into access to a home for displaced יהודים YEHUDIM; capacity, finance and actual arrivals remained separate. 2

The bulletin reports more than thirty thousand arrivals since independence and fifty-one thousand since January 1. The periods overlap and cannot be added. Neither is a count of people arriving August 10. Port manifests are needed for dated arrivals.

What did continuing detention mean for that proposal?

The same report gives approximately thirteen thousand detainees on Cyprus. It attributes to the relief director the statement that the mediator did not object to their immigration but the English Empire refused departure. This is a contemporary report of the dispute, without an inspected camp roster or complete official correspondence. It does not establish that every detainee was a Holocaust survivor. 3

The earlier detention protest concerns a separate announcement. A relief official’s plan and a diplomatic objection cannot be recorded as completed release. The original JDC visit correspondence and camp records remain acquisition leads, not sources already inspected in full.

How is this dated?

This is Day 255 of the 599-day civil-date series: 1948-08-10. Its daily recap route is ה׳ באב ה׳תש״ח 5th 𝑜𝑓 Av, AM 5708, the register’s daytime Hebrew conversion. Events after local sunset belong to ו׳ באב ה׳תש״ח 6th 𝑜𝑓 Av, AM 5708; the recap’s route does not assign every episode to the same Hebrew day. The JTA issue explicitly dates the committee meeting and relief official’s arrival to today; its immigration and detention figures are overlapping snapshots. 4

Guided reflections

  • Why must a planned monthly immigration capacity remain distinct from completed passenger arrivals?
  • How did imperial detention continue to constrain access to the homeland after the state had been established?
