By August 13, 1948, an alternative pipeline was supplying water to ירושלים YERUŜALAYIM. The Security Council addressed the destroyed principal station, while מדינת ישראל MEDINAT YISRAʾEL proposed a prisoner exchange and requested humanitarian assistance for women and children. Each action had a different stage of implementation.

What water supply was working?

דב יוסף DOV YOSEF told דוד בן-גוריון DAVID BEN-GURION water was already flowing through the Burma Road pipeline. The full שילוח ŜILOAḤ study distinguishes operation by August 13 from a historical August 11 inauguration and press reports of an August 15 opening. Neither functioning nor a ceremony proves that water shortages ended. 1

At its 349th meeting the Security Council requested every effort to ensure water for the city. Eight members supported the decision, one opposed and two abstained. The decision did not itself authorize military liberation of לטרון LATRUN. 2

What proposals concerned captives and civilians?

The prisoner-exchange proposal was conveyed through Bernadotte. JTA’s five-thousand and eight-hundred-fifty custody figures were estimates, not new captures or audited rosters. No completed exchange is established that day. 3

The UN report separately dates the state’s Geneva representative’s request for UNICEF help to August 13. It concerned approximately twelve thousand children and eight thousand women, both Arabs and יהודים YEHUDIM, in areas under the state’s control. The board’s later consideration on August 17 and actual delivery must not be dated to the request. Relief was not proof of permission for every displaced person to return. 4

Which injury and disputed operation belong in the record?

A/648 identifies Belgian UN observer Captain Michel Taymans as wounded on duty in the city on August 13. It does not identify who wounded him. The casualty is an injury, not a death. 5

The later investigation of the Abu Lahm operation gives documentary night-of-August-13 evidence alongside testimony placing it August 14. The following day’s recap retains the official death date of שמואל אברהם קוטר ŜMUÉL AVRAHAM KOTER; this cross-reference does not add another casualty. The diary also records continuing parental objections to service beyond two months and proposals about Christian institutions, neither of which establishes a completed new law. 6

How is this dated?

This is Day 258 of the 599-day civil-date series: 1948-08-13. Its daily recap route is ח׳ באב ה׳תש״ח 8th 𝑜𝑓 Av, AM 5708, the register’s daytime Hebrew conversion. Events after local sunset belong to ט׳ באב ה׳תש״ח 9th 𝑜𝑓 Av, AM 5708; the recap’s route does not assign every episode to the same Hebrew day. Water was reported already flowing, without a first-pumping date. The UN request and observer injury are separately dated August 13; the disputed operation is not counted twice. 7

Guided reflections

  • Why should a functioning pipeline, a Security Council request and full restoration remain three different claims?
  • What changes when a humanitarian request is counted as a request rather than as supplies already delivered?
