On August 15, 1948, דוד בן-גוריון DAVID BEN-GURION reviewed support for military families and the army’s shortages. UN observers recorded heavy fighting in ירושלים YERUŜALAYIM, while road construction sought to sustain the city through winter. Sovereignty required care for dependents, reliable transport and soldiers able to carry out defense.

What did family support and staffing reveal?

The diary reports approximately thirty-two thousand families receiving payments, at a monthly cost of £700,000. The £30,000 for disabled soldiers, widows and other affected dependents was included in that amount. These were an existing caseload and expenditure report, not thirty-two thousand families newly enrolled that day. 1

Officers reported a seven-thousand-man gap in the brigades, including two thousand already serving who needed removal through sickness, disability or exhaustion; five thousand replacements were needed. Clothing, footwear and vehicles were also short. יגאל ידין YIGAEL YADIN assessed readiness for defense while estimating another four weeks for major offensive action. Rising headcounts did not remove those limits. The meeting with אלימלך אבנר ELIMELEḪ AVNER refined military-government responsibilities without proving a formal new founding order. 2

What did observers report in the city?

PAL/246, issued August 16, describes violent exchanges from about 03:20 to 05:45 on Sunday, August 15, including Arab artillery fire against positions of צה״ל ẒAHAL and firing by both forces. Further shooting occurred that afternoon. The following early morning’s fighting, 02:00–05:00 on August 16, is a separate window and is not added to this day. No complete casualty roster is supplied. 3

JTA reported Bernadotte’s criticism of the state’s response to his ceasefire proposal and assurances communicated by Arab representatives. An assurance is not observed compliance; the UN release documents continuing fire. 4

What could a new road and pipeline deliver?

The government announced a road project intended to improve winter transport between תל אביב TEL AVIV and ירושלים YERUŜALAYIM. JTA’s damaged transcription describes construction and expected completion before the rains; it does not prove an open finished road. The pipeline article separately retains the press-reported August 15 opening against the August 13 diary’s evidence of prior flow. 5 6

The diary records an evening address to roughly six thousand soldiers at תל ליטוינסקי TEL LITVINSKY, connecting the new army to the Temples, exile, the Holocaust and resistance to the White Paper. This is his summary of an address, not a word-for-word transcript. Its description as after the deferred fast raises the next Hebrew date at sunset. 7

How is this dated?

This is Day 260 of the 599-day civil-date series: 1948-08-15. Its daily recap route is י׳ באב ה׳תש״ח 10th 𝑜𝑓 Av, AM 5708, the register’s daytime Hebrew conversion. Events after local sunset belong to י״א באב ה׳תש״ח 11th 𝑜𝑓 Av, AM 5708; the recap’s route does not assign every episode to the same Hebrew day. PAL/246 separates Sunday August 15 firing from early Monday August 16. The after-fast evening address may already fall on 11 Av. 8

Guided reflections

  • How do the thirty-two-thousand-family snapshot and replacement requirement show different obligations of military power?
  • Why must observers’ Sunday and Monday fighting windows remain separate when assigning daily casualties?
