On September 28, 1948, a whole-country sovereignty claim reached the UN, an investigation addressed the earlier convoy murders, and diplomacy defended the state’s claim to the southern territory.
What claim reached the UN?
أحمد حلمي AḤMAD ḤILMI’s cable dated September 28 asserted a state throughout the former Mandate boundaries and promised minority rights and worship protections. A/C.1/330 circulated it on October 14. Its claim challenged sovereignty by עם ישראל AM YISRAʾEL; its promises did not establish implemented protection or actual authority over all ארץ ישראל EREẒ YISRAʾEL. The formation study and October 1 proclamation study preserve the different stages. 1
What did the convoy investigation establish?
S/1019 assigned Transjordan responsibility for the September 22 attack in territory controlled by its forces while stating that the assailants’ exact identities remained unknown. The four unarmed passengers murdered near לטרון LATRUN remain victims of that earlier incident. JTA’s September 28 report is now attached to the convoy study as reportage on the inquiry. It supplies no additional deaths. 2 3
Why did the southern territory matter to state policy?
A 21:00 telegram from תל אביב TEL AVIV recorded Foreign Minister משה שרת MOŜE SHARETT’s instructions before traveling to Paris. He was prepared to discuss the recommendations while opposing loss of the נגב NEGEV. The recorded arguments concerned access, immigration, security and twenty-two settlements; that last figure is a diplomatic claim, not an independently checked settlement register. The evening telegram belongs after sunset, כ״ה באלול ה׳תש״ח 25th 𝑜𝑓 Elul, AM 5708, although this recap uses the September 28 daytime slot. 4
How is this dated?
This is the civil-date recap for 1948-09-28, Day 304 of the 599-day series. TJD uses the register’s Hebcal civil-day conversion without its after-sunset option. Its daytime public route is כ״ד באלול ה׳תש״ח 24th 𝑜𝑓 Elul, AM 5708. 5 The civil slot continues after sunset on כ״ה באלול ה׳תש״ח 25th 𝑜𝑓 Elul, AM 5708; the recap’s route does not establish the occurrence date of each item. Broadcast, conversation, attack, death, document, receipt and publication dates are distinguished above. Unknown hours remain unknown. Later investigations and cumulative figures are not new attacks or deaths. The 21:00 diplomatic telegram belongs to the next Ivrit day; the sovereignty notification’s October 14 circulation is later.
Guided reflections
- Why does a later inquiry into the convoy murders belong with the original attack?
- What distinguished the state’s southern territorial claim from the government at עזה AZA’s whole-country claim?
