On September 30, 1948, the mediator challenged obstruction of truce supervision, relief trucks departed for refugee camps and contemporary reportage dated a new Arabic newspaper’s appearance.

How did the mediator define the parties’ duties?

The September 30 warning demanded observer access, safe movement, witnesses and implementation by field commanders. Its reproduced text accused both sides of obstruction; omitted illustrative paragraphs remain a source gap. A separate complaint about דב יוסף DOV YOSEF and the local command was dated September 30 but publicly released October 4. 1 2

What had relief workers actually dispatched?

PAL/322, released October 1, says five food trucks left Beirut the preceding day for four refugee camps in the Lebanese Republic. The supplies included milk, fat, sugar and meat. Departure is reported as completed; delivery to recipients is not established. UNICEF’s $411,000 allocation and planned later supplies remain different measures. The recipients’ refugee status does not date their departure from home to September 30. 3

What did the Arabic newspaper report date?

JTA dated the first appearance of El Yom in יפו YAFO to September 30, identifying מיכאל אסף MIḪ‎AʾEL ASAF as editor. Klir’s entry dated September 28 says yesterday, suggesting September 27. The original first issue is needed to settle that discrepancy. The paper cannot be described as restoration of an independent prewar press without ownership and licensing records. 4 5

The supplied Chronicle dispatch places arrests of two לח״י LEḤI leaders in חיפה HAIFA around September 29–30, but its original text returned an access challenge here. The exact day and alleged forged papers remain unverified. Later trial reportage concerns December proceedings and is not a September conviction. 6

How is this dated?

This is the civil-date recap for 1948-09-30, Day 306 of the 599-day series. TJD uses the register’s Hebcal civil-day conversion without its after-sunset option. Its daytime public route is כ״ו באלול ה׳תש״ח 26th 𝑜𝑓 Elul, AM 5708. 7 The civil slot continues after sunset on כ״ז באלול ה׳תש״ח 27th 𝑜𝑓 Elul, AM 5708; the recap’s route does not establish the occurrence date of each item. Broadcast, conversation, attack, death, document, receipt and publication dates are distinguished above. Unknown hours remain unknown. Later investigations and cumulative figures are not new attacks or deaths.

Guided reflections

  • How did denied access limit the observers’ ability to investigate?
  • Which evidence could settle the newspaper’s conflicting first-issue dates?
