The mayor of תל אביב TEL AVIV proposed a joint ceasefire appeal to the mayor of יפו YAFO while the two cities' boundary remained dangerous. The proposal asked that people who had left their homes be allowed to return; it did not itself create safe return.

What did the mayor of תל אביב TEL AVIV propose?

On 7 December 1947, Israel Rokach, mayor of תל אביב TEL AVIV, wrote to Yusuf Haykal, mayor of יפו YAFO, proposing that the two issue a joint appeal for the fighting to stop. Historian Itamar Radai identifies the letter in the Tel Aviv Municipality Historical Archive and says Rokach also sought the return of residents who had left their homes on both sides. The original letter remains uninspected, so the precise language of the proposal is mediated through Radai's study.1

On 7 December, Rokach wrote to his Jaffa counterpart Haykal suggesting that the two issue a joint call for a cessation of hostilities and the return of the refugees on both sides to their homes.2

Rokach's request treated the safety of households and the prospect of return as urgent municipal concerns. It did not itself provide a safe route home, establish an evacuation order, prove that anyone was expelled, or secure a ceasefire. Armed groups on both sides still operated near the cities, and the mayors did not command every armed organization.

Haykal replied favorably in a letter dated 9 December, then sought authorization from Haj Amin al-Husayni in Cairo. That reply has its own dated Event article, Mayor of יפו YAFO replied favorably to a ceasefire proposal.. Radai concludes that the wider agreement failed. A separate, limited understanding among citrus growers concerned trade and cannot be folded into a signed general peace agreement.3

What remains disputed at Abu Kabir?

In the first week after partition, הארגון HAʾIRGUN fighters entered Abu Kabir, a mostly Arab neighborhood adjoining southern תל אביב TEL AVIV, and set buildings on fire. The act belonged to the widening armed conflict around יפו YAFO, but it was an attack by הארגון HAʾIRGUN on an Arab residential area, not simply defense of homes of יהודים YEHUDIM. Contemporary reporting and later reconstructions agree that an הארגון HAʾIRGUN raid occurred; they disagree about the exact day and some of its consequences.4

The focused source discussion is retained in event://5708־09־Dd־Abu־kabir־ארגון־raid IRGUN. Its event date and this daily article’s civil-day route are not automatically the same.

How is this dated?

This is Day 8 of the 599-day civil-date series: 1947-12-07. Its OTD route, 5708-09-24, is the daytime fixed-Hebrew conversion of that civil date, not a claim that every action mentioned here occurred before sunset.5 The adjacent Hebrew date after local sunset is 25 Kislev 5708 (5708-09-25). Radai identifies Rokach's letter as dated civil 7 December. Its hour and the original letter have not been checked. Radai also dates an Abu Kabir raid to 7 December, while another reconstruction assigns 6 December; this daily account preserves the conflict. Newspaper issue dates, dispatch dates and later testimony are kept distinct from occurrence dates.

  • What record would resolve the most important remaining timing or casualty question?
