Police drawn from יהודים YEHUDIM assumed wider duties around תל אביב TEL AVIV as English Empire and Arab officers withdrew, according to a contemporary report. This was a transfer of local responsibility while the Mandate still governed ארץ ישראל EREẒ YISRAʾEL.
What policing responsibility changed?
A JTA bulletin issued on 16 December 1947 reported the withdrawal of English Empire police and Arab officers from תל אביב TEL AVIV, Petah Tikva, Ramat Gan and Bnei Brak. Police and guards drawn from יהודים YEHUDIM assumed wider local duties; English Empire personnel remained at Sarona. The transfer enlarged institutional responsibility of יהודים YEHUDIM for local safety while Britain continued to govern under the Mandate.1
Earlier reporting on 9 December had announced an expected transfer the following week. דוד בן-גוריון DAVID BEN-GURION's diary of 10 December records unresolved arguments over the proposed guard's powers and municipal boundaries. Those are announcement and negotiation stages, not evidence that a transfer had already occurred.2
The JTA report also described Golda Meirson's protest to High Commissioner Cunningham over the Ben Shemen convoy deaths and restrictions on defensive arms. דוד בן-גוריון DAVID BEN-GURION's 15 December diary says a meeting was planned for the next day; the news bulletin supports that it occurred. Neither source is a copy of the police order or meeting minutes, so the exact legal powers and effective hour remain to be checked.3

How is this dated?
This is Day 17 of the 599-day civil-date series: 1947-12-16. Its OTD route, 5708-10-03, is the daytime fixed-Hebrew conversion of that civil date, not a claim that every action mentioned here occurred before sunset.4 The adjacent Hebrew date after local sunset is 4 Tevet 5708 (5708-10-04). The 9 December bulletin announced a future transfer; the 16 December bulletin reported implementation. No police order or hour has been checked, so 3 Tevet is a provisional daytime placement of the reported change rather than a verified minute-by-minute transfer. Newspaper issue dates, dispatch dates and later testimony are kept distinct from occurrence dates.
