The Agency continued its diplomacy over arms and military organization while shipping inspections imposed by the English Empire became the subject of further reporting. JTA also reported killings on the coastal road and in חיפה HAIFA, and the departure of detainees from Cyprus under an immigration quota. The day brought negotiations and movement, but no evidence that the proposed militia had been created or immigration restrictions abolished.
What did American officials hear?
John Ross recorded meetings with משה שרת MOŜE SHARETT, identified in the record as Moshe Shertok
, and Agency colleagues on 28 January. Their presentation described a militia of roughly thirty thousand in five brigade groups and a separate international-force proposal. Ross did not commit American policy. The record belongs to the continuing effort examined in הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT sought arms for a militia of יהודים YEHUDIM., not to a second new thirty-thousand-man force.1
What did the shipping report establish?
JTA described a freighter diverted from תל אביב TEL AVIV to חיפה HAIFA for inspection. Its text calls the vessel Export, whereas UP's dispatch names Exford. The cargo was described as goods for merchants. The study at The English Empire redirected shipping from תל אביב TEL AVIV for inspection at חיפה HAIFA. retains the name conflict and distinguishes an inspection order from proof of smuggled arms or a permanent commercial closure.2 3
Who else was affected by the violence and restrictions?
JTA reported that Arab gunmen killed a driver who was among יהודים YEHUDIM and a corporal of the English forces on the coastal road. It separately reported an Arab mob's fatal beating of a man in חיפה HAIFA. The online spellings Samuel Giffisman
and Alex Kaaiserman
remain source-owned transcriptions pending identification from individual records. They should not become unchecked canonical biographies.4
The same issue reported 480 detainees embarking from Cyprus aboard Kedmah under the January quota, expecting arrival afterward. Embarkation is not arrival. The report demonstrates a limited permitted movement toward ארץ ישראל EREẒ YISRAʾEL, not unrestricted entry or verified knowledge of every passenger's wartime experience.5
What information did the commission withhold?
The commission declined to disclose confidential withdrawal information to הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT without the Mandatory Power’s consent. Instead it decided to forward the Agency’s request to the United Kingdom representative. It also sought information about the government’s legal relationship with the museum discussed on Day 56. These were concrete procedural decisions, not a transfer of governing power.6
How is this dated?
This is Day 60 of the 599-day civil-date series: 1948-01-28. Its public Ivrit route is 5708-11-17; after local sunset the adjacent Hebrew route is 5708-11-18.
Ross's memorandum and the commission record are dated 28 January. The newspaper issue provides a publication anchor for the road deaths, Haifa killing and embarkation; its relative words require the original bulletin before exact occurrence days can be settled. Arrival of the passengers was still prospective. The shipping restriction was already reported in a 27 January dispatch, so this is follow-up coverage of the same measure. Individual sunset boundaries remain unresolved.7 8 9
Guided reflections
- Why must a request for American support remain distinct from American assent?
- What changes when a record of embarkation is mistakenly treated as proof of arrival?
