Arab Legion troops fired on buses carrying יהודים YEHUDIM near חיפה HAIFA, killing and wounding passengers. The incident became a dispute over both the opening shot and the casualty count. In Washington, a memorandum prepared by Dean Rusk examined difficulties in enforcing partition, but its documentary status does not establish an adopted American policy.

What happened near the Legion camp?

A later official account explicitly assigns the shooting at the neighborhood rendered Neve Sha Anan in the official account to 3 February. It describes buses stopping, one leaving the road, and passengers seeking cover. Its two-death and fifteen-injury total differs from higher early reports. The full study, Arab Legion troops fired on buses carrying יהודים YEHUDIM., retains the conflicting figures and the uncertainty over the Hebrew date if the firing occurred after sunset.1

The Mandatory authorities alleged that someone in the convoy fired first. הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT rejected their account. The government's later claim of a bullet and bullet marks has not been checked against an original forensic report. Responsibility for firing on the occupied buses is acknowledged in the government account; the disputed opening sequence needs further evidence.2 3

Which casualties belong to other incidents?

The press account also mentioned a separate explosion in the city that killed four Arabs and wounded three. Those deaths cannot be assigned to the bus shooting, counted as Legion losses or treated as proof of a retaliatory order. The report's relative dates and the official letter's explicit date must be compared without silently creating additional shootings.4

The passengers' exposure illustrates the vulnerability of ordinary travel beside armed installations. Their individual identities, final outcomes and civilian or combatant status cannot be recovered from aggregate figures alone.

What did the American memorandum establish?

Rusk's 3 February memorandum raised concerns about the commission's ability to implement partition. The official documentary edition warns that the paper was not initialed and that no evidence shows it was actually sent to Under Secretary Robert Lovett. It therefore records internal policy thinking, not a decision already delivered, accepted or announced.5

That distinction matters when reconstructing the international support available to the institutions of עם ישראל AM YISRAʾEL. A proposed position could influence discussion, but a draft by one official does not establish that the United States had formally abandoned partition on this day.

How is this dated?

This is Day 66 of the 599-day civil-date series: 1948-02-03. Its public Ivrit route is 5708-11-23; after local sunset the adjacent Hebrew route is 5708-11-24.6

The official incident letter expressly says 3 February. The daily daytime route is 23 שבט ŜEVAT; an evening shooting after sunset would require 24 שבט ŜEVAT for the standalone event. Earlier press wording remains unresolved. Rusk's paper is dated 3 February but has no established delivery or adoption date. Neither its later publication in FRUS nor the 18 February UN circulation date changes the occurrence being discussed.7 8

  • Which facts about the passengers survive the conflicting first-shot accounts?
  • Why is an undelivered policy memorandum different from an adopted policy?
