The Arab League approved plans concerning ארץ ישראל EREẒ YISRAʾEL and reiterated a conditional threat to use regular armies if an international force implemented partition. דוד בן-גוריון DAVID BEN-GURION recorded another possible local arrangement between יפו YAFO and תל אביב TEL AVIV. A later village history also places an הארגון HAʾIRGUN attack on فجّة FAJJA on this date, with reported flight that must be distinguished from later depopulation.
What did the Arab League decide?
A Cairo dispatch dated 17 February reported unanimous approval of military, political and economic plans by the League Council. It said that leaders retained their decision to use regular armies if an international force were employed to carry out partition. This documents a conditional threat and approval of plans, not the May invasion occurring in February.1
The threat directly opposed implementation of the proposed state for יהודים YEHUDIM. It belongs under the Mandate because the institutions and imperial authority had not yet reached the later phase of independent statehood and regular-army invasion.
Was a local arrangement concluded?
The diary records contacts associated with יפו YAFO and a commander identified as Iraqi. The proposal concerned roads and railways and a possible arrangement lasting two or three months. Part of the reported contact had occurred on the preceding Friday. The diary is evidence that the proposal was being discussed, not that every party signed or implemented an agreement on 17 February.2
The same entry records an uneventful journey from ירושלים YERUŜALAYIM to תל אביב TEL AVIV in about two and a half hours. One successful convoy journey does not demonstrate that the roads were generally safe. It does show why preserving bridges and transport mattered to political leadership as well as to passengers and supplies.
What happened at فجّة FAJJA?
The Institute for Palestine Studies village history dates an הארגון HAʾIRGUN attack to 17 February and associates the early attack with residents beginning to leave. It draws on later historical reconstruction, rather than supplying an inspected contemporary household register. The date can be used as an attributed reconstruction; numbers, destinations and the circumstances of individual departures remain uncertain.3
Reported flight after an attack is not automatically an evacuation order, an expulsion or a prohibition on return. The February episode must not inherit the date or consequences of the village's later depopulation. Its inclusion here documents a supported lesser event within the day's rundown without inventing a complete displacement tally.
How is this dated?
This is Day 80 of the 599-day civil-date series: 1948-02-17. The register maps its daytime portion to ז׳ באדר א׳ ה׳תש״ח 7th 𝑜𝑓 Adar I, AM 5708; after local sunset the Hebrew day changes to ח׳ באדר א׳ ה׳תש״ח 8th 𝑜𝑓 Adar I, AM 5708. This is a calendar conversion convention, not evidence that every reported act happened in daylight.
The Cairo dispatch and diary are dated 17 February. The local contact described in the diary began earlier, including a Friday meeting, and no completed accord is established. فجّة FAJJA's 17 February assignment comes from a later village history and remains a reconstructed occurrence date without an exact hour. Reports of the preceding day's battle at טירת צבי TIRAT ZVI retain 16 February. The daily route uses 7 Adar I, with sunset unresolved for untimed acts.4 5 6
