Warren Austin proposed a Security Council committee of its five permanent members to examine the situation in ארץ ישראל EREẒ YISRAʾEL and advise on implementation of the partition recommendation. His proposal was a diplomatic action on 25 February, not proof of a completed abandonment of partition or a commitment of troops.
What would the committee do?
The draft asked it to advise the Council, determine whether the situation threatened international peace and security, and consult the UN commission, the Mandatory Power and representatives of the principal communities. Its opening provision accepted specified Assembly requests subject to the Council's authority under the Charter.1
The proposed committee was to:
make recommendations to it regarding the guidance and instructions which the Security Council might usefully give to the Palestine Commission2
A committee recommendation would still require subsequent decisions. The proposal did not mean that an international army had been formed, dispatched or placed under the commission's command.
Why did the distinction matter?
For הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT, delay had practical consequences while roads and neighborhoods were under attack. משה שרת MOŜE SHARETT's response on 27 February challenged consultation that might reopen the settlement instead of implementing it. His later address is משה שרת MOŜE SHARETT defended partition at the Security Council.; its concerns should not be projected backward as the wording of Austin's proposal.
What did local reportage record?
JTA's 25 February bulletin described road clashes, damage affecting access to the hospital and university area, and renewed allegations about imperial involvement in the massacre. These remain distinct reported episodes. Repetition of an allegation is not independent confirmation of it.3
The supplied research also identifies a later village history's report of an armored-car shooting at جبع JABA near חיפה HAIFA on 25 February, followed by another raid on 26 February. Direct retrieval of the village history was blocked during ingestion. The attributed sequence is retained as a source-limited local report; casualties, occupation and expulsion are not inferred.4
How is this dated?
This is Day 88 of the 599-day civil-date series: 1948-02-25. Its daytime portion maps to ט״ו באדר א׳ ה׳תש״ח 15th 𝑜𝑓 Adar I, AM 5708. After local sunset, the Hebrew date changes to ט״ז באדר א׳ ה׳תש״ח 16th 𝑜𝑓 Adar I, AM 5708. This calendar convention does not prove that every reported act occurred in daylight.
Austin’s statement is explicitly 25 February. The JTA issue supports reportage on that date, with separate incident timing unresolved. جبع JABA’s 25–26 February sequence is a later reconstruction cited through the supplied research, not an inspected contemporary dispatch. 5

- What does the dated evidence establish, and what remains uncertain?
- How did this event affect the safety, institutions or sovereignty of יהודים YEHUDIM?
