Day 117 of 599 of מלחמת העצמאות MILḤEMET HAʾAẒMAʾUT (War of Independence)

The UN communication from הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT proposed council members and sought immediate recognition. דוד בן-גוריון DAVID BEN-GURION's diary records a thirteen-member executive plan and assigns יחזקאל סהר YEḤEZKEL SAHAR responsibility for establishing police. הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT advanced plans for a provisional council and police force. distinguishes the different bodies, decisions and remaining steps.^{1 2}

The diary also says the Defense Committee meeting was shortened in honor of פורים PURIM, followed by an extended discussion that included disputes over appointments. Observance shaped the day's schedule while political and military work continued.

The president's statement said:

Trusteeship is not proposed as substitute for partition plan.³

He presented temporary authority as a response to the approaching departure of the English Empire and called for a truce. The statement preserves his stated distinction between interim government and final settlement. It does not establish that the proposed trusteeship could be implemented peacefully or that the institutions in ארץ ישראל EREẒ YISRAʾEL accepted it. JTA's 26 March report says imperial forces sought to reach convoy personnel stranded at باب الواد BAB AL-WAD since the previous day's attack, with some wounded already taken to הדסה HADASSAH. That relative date supports a working 25 March occurrence. A later study dates the פורים PURIM convoy to 24 March, so identification and timing remain open.^{4 5}

These reports establish endangered people and efforts to reach them. They do not justify allocating every earlier road-battle casualty to this date. The original operation and hospital records remain necessary to distinguish an attack, continuing fighting and a rescue begun later.
