The commission prepared further talks after the Syrian coup delayed replies; population and land plans required separate counting methods.

How did the Syrian coup affect wider talks?

At 16:00 the commission recorded that the collapse of the Syrian government had delayed Arab delegations’ response to further exchanges of views. Mark Ethridge opposed waiting indefinitely and proposed contact with דוד בן־Gurion DAVID BEN. The commission agreed to send a report in stages. This is a recorded diplomatic effect of the March 30 coup, not withdrawal from talks by every Arab government.1

What work on ירושלים YERUŜALAYIM continued?

At 17:00 the committee for ירושלים YERUŜALAYIM considered returning to the city for discussions with officials and religious representatives. Its presence was itself seen as politically useful. The timing depended on the commission’s plans, so consideration of a visit is not proof that a new administration was established or that all delegates traveled that day.2

What can the population paper establish?

The UN’s technical statistical paper brought together locality population figures from differing years for areas under the army of מדינת ישראל MEDINAT YISRAʾEL. Earlier village statistics are not a census immediately before each 1948 operation. Comparison can guide investigation, but cannot by itself identify whether individuals fled, were expelled, remained or returned.3

What settlement program did קרן קיימת לישראל KEREN KAYEMET LEʾYISRAʾEL describe?

Klir’s April 1 civil-date entry quotes אברהם גרנובסקי AVRAHAM GRANOVSKY announcing plans for a second million dunams associated with 200 projected agricultural localities. These are acquisition and settlement plans, not one million completed purchases or 200 completed foundations. Earlier land-sale figures may overlap and cannot simply be added. The ownership, occupants and means of transfer require parcel-level evidence.4

How is this dated?

This is the civil-day recap for 1949-04-01, Day 489 of the 599-day series. The register’s daytime fixed-Hebrew conversion is ב׳ בניסן ה׳תש״ט 2nd 𝑜𝑓 Nisan, AM 5709. The civil-day slot does not place every reported occurrence on that Hebrew date: local after-sunset events belong to ג׳ בניסן ה׳תש״ט 3rd 𝑜𝑓 Nisan, AM 5709, and issue dates remain distinct from earlier events.5

UN records give 16:00 and 17:00 on April 1. Klir’s civil heading April 1 is paired with 2 Nisan, consistent with this route; its later compilation is not an original קרן קיימת לישראל KEREN KAYEMET LEʾYISRAʾEL announcement log.678

Guided reflections

  • Why must population figures retain their source years before being compared with a military operation?
  • How do קרן קיימת לישראל KEREN KAYEMET LEʾYISRAʾEL plans differ from records proving a particular parcel was voluntarily purchased?
