What proposals reached the government?
The commission delivered its seven-point memorandum to Michael Comay in ירושלים YERUŜALAYIM. It proposed declarations on property and minority rights, protection of blocked funds, safeguards for property and employment. Its delivery is documented; adoption and implementation are separate questions. The same day’s JTA report describes a first mixed-armistice commission meeting handling procedure, with its minutes still needed.12
What did the Court decide?
The ICJ advisory opinion affirmed the UN’s legal capacity to claim reparation for injuries to its agents. It answered a question arising after attacks on personnel, including Bernadotte’s assassination. It was not a criminal trial or a compensation payment by מדינת ישראל MEDINAT YISRAʾEL. Legal personality and findings of individual responsibility have different evidentiary bases.3
How did the rabbi defend ירושלים YERUŜALAYIM?
יצחק הרצוג YIẒḤAK HERZOG testified to the committee that the whole city belonged within מדינת ישראל MEDINAT YISRAʾEL. He joined prayer, religious law and national continuity while recognizing other communities’ religious and civic rights. The committee’s existing internationalization mandate remained in conflict with his request for revision; testimony did not establish that the UN agreed.4
What happened at the White House?
אליהו Elath ELIYAHU presented ambassadorial credentials at 11:45 a.m. according to Truman’s calendar. JTA’s April 12 report belongs with that April 11 ceremony. This was accreditation, separate from recognition and UN admission. The official time fixes the daytime date more securely than the other meetings whose hours are missing.56
JTA also reported fearful departures near the armistice line and pressure by Transjordanian authorities to remain. Without household records those are reported movements and threatened denial of assistance, not proof of a counted mass expulsion or denial of return.7
How is this dated?
This daily Event covers the civil-day slot April 11, 1949; the established register’s fixed-calendar daytime conversion is י״ב בניסן ה׳תש״ט 12th 𝑜𝑓 Nisan, AM 5709. That route identifies the recap, not the Hebrew occurrence date of every incident. The memorandum and Herzog meeting carry April 11 dates without clocks. Elath’s official calendar gives April 11, 11:45 a.m.; the April 12 report does not move the ceremony. The ICJ gives April 11 without a recovered delivery clock. An after-sunset act within this civil slot belongs to י״ג בניסן ה׳תש״ט 13th 𝑜𝑓 Nisan, AM 5709; it is explained beside the relevant source instead of changing the whole recap. 89

- Why does a source-given clock settle one date more securely than a next-day report?
