Bunche transmitted preliminary ceasefire commitments while diplomats considered alternatives for governing and protecting ירושלים YERUŜALAYIM.
What reached the Security Council?
Bunche’s April 16 cable transmitted the declarations signed April 13. They confirmed the earlier prohibition on force and promised help to observers. The cable scheduled renewed formal negotiations for April 21. Its transmission was a dated diplomatic act, while the undertakings’ original occurrence remained three days earlier.1
What did alternative arrangements for the city mean?
American correspondence discussed separate Arab and national administrative areas and international protection of religious sites. The point was to find a workable relationship between local administration and outside guarantees. A contemplated arrangement was not acceptance by either מדינת ישראל MEDINAT YISRAʾEL or the Hashemite Kingdom of Transjordan. Residents’ services and access would have required concrete rules and enforcement.2
Why is a ceasefire not a peace treaty?
The ceasefire undertakings governed military conduct and observation. They did not conclude the final Syrian general armistice or a permanent peace. Maintaining that distinction makes the remaining security obligation visible without exaggerating a preliminary document’s legal effect. No new deaths or actual refugee movements are established by these records.
