Bunche’s proposals for truce supervision and a casualty briefing showed how institutions processed an armistice still tested by violence.
What was the status of Bunche’s report?
Warren Austin’s April 21 telegram transmitted information on a draft report by Bunche. It proposed adapting supervision to the progress of armistices and unresolved negotiations. A draft’s recommendations are not a Security Council decision. Military agreements could support an end to hostilities while political settlement remained unfinished.1
What did the scheduled talks prove?
April 21 was the date announced for renewed formal negotiations in the earlier ceasefire cable. That schedule supplies a research lead; it cannot establish who attended or what they agreed that day. The meeting record remains necessary before a new negotiated concession can be assigned.2
What information reached the government?
The diary records יעקב דורי YAʾAKOV DORI arriving at approximately six in the evening with accounts of the separate civilian attack and the previous day’s battle. Nine recovered bodies and three missing men were the military information available then. Those were not additional April 21 fatalities. Discussion of expenditure and housing in the same diary records budget work, not a law passing an enacted 37–38 million total.3
How is this dated?
This daily Event covers the civil-date slot April 21, 1949, Day 509 of 599, using its daytime fixed-Hebrew route כ״ב בניסן ה׳תש״ט 22nd 𝑜𝑓 Nisan, AM 5709. The telegram and briefing belong to April 21, while casualty occurrences are earlier. The approximately 18:00 briefing needs a local sunset check; it is not automatically certified as after sunset. After-sunset incidents belong to the following Hebrew day; this civil-day recap does not override their occurrence dates. 456
Guided reflections
- How should a casualty briefing differ from a final roll of the dead?
- What would show that Bunche’s draft recommendations became enforceable decisions?
