A presidential address defended the authority of מדינת ישראל MEDINAT YISRAʾEL in ירושלים YERUŜALAYIM while offering supervision of sacred sites.

What did the president offer in New York?

The April 23 address proposed supervision of shrines and security for religious institutions. The April 26 American memorandum explicitly identifies the address date, giving a stronger basis than mechanically reading last night in the April 25 newspaper issue. The proposal answered a demand for international government of the city, but no accepted supervision arrangement is established.12

What does the later committee report establish?

Klir’s May 3 entry attributes arrangements around the railway and villages near the capital to an April 23 armistice-committee meeting. That is retrospective reportage about this civil day, not the original signed agreement or a claim that the military line changed immediately. The subsequent بيت صفافا BEIT SAFAFA fighting requires its own evening date. The minutes, maps and civilian protections remain unheld.3

How is this dated?

This recap follows the civil-day slot 1949-04-23, Day 511 of the series beginning November 30, 1947. Fixed Hebrew-calendar conversion gives the daytime route כ״ד בניסן ה׳תש״ט 24th 𝑜𝑓 Nisan, AM 5709. Events after sunset may belong to כ״ה בניסן ה׳תש״ט 25th 𝑜𝑓 Nisan, AM 5709; each linked study explains its own occurrence, dispatch, issue and boundary. A report appearing on this day is identified as reportage when its covered event occurred earlier. The April 26 official memorandum explicitly dates the New York address April 23; its local dinner clock remains unresolved.45

Guided reflections

  • Why does the explicit April 23 address date outweigh a mechanical reading of last night against the newspaper issue date?
  • How do the competing sacred-site proposals expose responsibilities still unresolved after the armistices?
