Refugee negotiations considered choice and conditional resettlement while austerity announcements and immigrant-travel reports continued.

What choice did the prime minister discuss?

The May 1 morning conversation distinguished refugees wishing to return from those choosing settlement elsewhere. It also linked resettlement to territory and development assistance. Stabler’s later-in-the-day telegram does not establish an accepted boundary change, a paid compensation claim or a completed return.1

Which offer was renewed that evening?

Al-Za’im’s renewed proposal offered to receive a quarter million or more refugees with compensation, financing and a comprehensive settlement. Keeley reported the conversation the next morning. The earlier April 28 offer and the May 1 renewal are distinct; neither establishes the wishes or movement of the people named in the proposed number.2

Did planned price cuts become a verified household saving?

The May 1 JTA issue described cuts for 24 categories intended to apply that day. Klir’s earlier forecast referred to 20 food items. Those categories and different report dates should not be silently harmonized. Retail enforcement and actual purchases remain unverified. The austerity presentation belongs to April 26, while the price schedule is later reportage about implementation.34

What did the migration estimate measure?

The May 1 report from the Republic of Turkey estimated 14,000 יהודים YEHUDIM emigrating over the previous six months and about 10,000 from Istanbul. Those are overlapping estimates for a multi-month interval. They must not be added to each other or assigned as arrivals on May 1. Trade negotiations in the same report were a separate diplomatic development.5

How is this dated?

This recap follows the civil-day slot 1949-05-01, Day 519 of the series beginning November 30, 1947. Fixed Hebrew-calendar conversion gives the daytime route ב׳ באייר ה׳תש״ט 2nd 𝑜𝑓 Iyar, AM 5709. Events after sunset may belong to ג׳ באייר ה׳תש״ט 3rd 𝑜𝑓 Iyar, AM 5709; each linked study explains its own occurrence, dispatch, issue and boundary. A report appearing on this day is identified as reportage when its covered event occurred earlier. Stabler’s May 1 telegram says this morning; Keeley’s May 2 telegram says last evening for the renewed offer. Its sunset boundary remains open.678

Guided reflections

  • Whose choices are absent from government offers to resettle hundreds of thousands of refugees?
  • How do the conditional refugee offers and price schedule expose responsibilities still unresolved after the armistices?
