On May 9, 1949, a UN committee recommended admission of מדינת ישראל MEDINAT YISRAʾEL, and Dean Acheson submitted a costed refugee program to President Harry Truman. These were concrete institutional acts whose legal and practical consequences remained different: a recommendation was not admission, and a financing proposal was not an appropriation.
What did the committee actually decide?
The original bilingual record of the fifty-first meeting states:
The amended draft joint resolution was adopted by 33 votes to 11, with 13 abstentions.
Printed page 360 lists the roll call. The image has been checked, supporting JTA’s tally and correcting the Yearbook’s conflicting 31–11–13 figure. The plenary record later also reports the 33–11–13 recommendation. The admission study retains both stages: the committee vote today and the Assembly’s May 11 decision.123
What did the financing memorandum propose?
Acheson estimated $250–275 million over three years for repatriation and resettlement of 700,000 people. His covering paper dated today included a May 4 annex and contemplated possible congressional grants. The full financing study distinguishes estimated beneficiaries, anticipated resources and authorization from actual movements and spending. The figures do not count people who returned or consented to resettlement.4
Did a reported Gaza proposal establish agreement?
JTA reported a possibility that מדינת ישראל MEDINAT YISRAʾEL might assume control of the Gaza coastal strip and linked it to refugee responsibilities. A later June 2 American record states that the Egyptian delegation had not accepted the proposal. These sources concern a contested option, not a May 9 territorial transfer or established consent from residents. The later diplomatic account is comparative evidence with its own date.56
How is this dated?
The recap’s May 9 daytime route is י׳ באייר ה׳תש״ט 10th 𝑜𝑓 Iyar, AM 5709. Original SR.51 explicitly dates the committee meeting May 9. The exact voting clock needs to be distinguished from the session heading if sunset is material. Acheson’s cover is May 9 without a submission hour; Tab A is May 4. May 10 JTA reportage and the June 2 comparison retain their own report dates.78
Guided reflections
- What could the committee recommend that only the General Assembly could decide?
- Why must the financing memorandum’s estimated beneficiaries remain outside a tally of actual returns?
