On May 12, 1949, corresponding signatures established the Lausanne Protocol as a working basis for negotiations. A separate UN proposal addressed the still unsigned Syrian armistice. Agreement on a framework did not constitute peace, recognition of permanent boundaries or an implemented refugee remedy.

What did the Lausanne signatures establish?

ולטר Eitan WALTER signed for מדינת ישראל MEDINAT YISRAʾEL at a 10:30 a.m. meeting. Delegates of the Kingdom of Egypt, Hashemite Kingdom of Transjordan, Lebanese Republic and Syrian Republic signed a corresponding text in their own meeting. The full protocol article identifies the signatories and preserves the 11 versus 11:30 a.m. conflict in the Arab meeting record. A shared discussion map was not a settled border.12

Which reservations accompanied the framework?

Ethridge’s 3 p.m. telegram describes reservations from the delegation of מדינת ישראל MEDINAT YISRAʾEL about unresolved issues, publicity and talks with the Syrian delegation before an armistice. Arab delegates reaffirmed collective representation. The signed texts refer to refugee rights and property; neither signature establishes actual restored possession, payments or return. The commission’s press release omitted a signatory whom the formal record includes.345

What did Bunche propose on the Syrian frontier?

Austin’s 4:17 p.m. New York telegram describes Bunche’s new proposal for withdrawals, demilitarized areas and UN supervision. It reported resistance to withdrawing or reducing forces and anticipated presenting the proposal the following day. The frontier-talks study separates proposals, reported contacts and the still uncompleted armistice. Neither a proposed zone nor a coming meeting proves withdrawal had occurred.6

How is this dated?

May 12 maps to י״ג באייר ה׳תש״ט 13th 𝑜𝑓 Iyar, AM 5709. The Lausanne signatures were in explicitly daytime meetings; the Arab summary’s 11 a.m. heading conflicts with 11:30 in its formal attachment without changing the day. The later New York telegram is a separately timed report. No expectation of a meeting on May 13 or a subsequent peace settlement is backdated into this batch.78910

Guided reflections

  • Why could the parties accept a working map while reserving incompatible territorial claims?
  • What evidence would distinguish Bunche’s proposed demilitarization from actual withdrawals and an armistice in effect?
