Refugee representatives were heard at Lausanne while American officials pursued an approach to resettlement in the Syrian Republic.

Who presented refugee claims?

Three consultations heard the Arab Higher Committee, the General Refugee Congress and representatives of the district of יפו YAFO. They requested participation, return and practical remedies for groves and blocked accounts. The full study distinguishes the organizations’ representational claims from an independently established mandate and their requests from implemented remedies.123

What did Washington ask its envoy to do?

At 4 p.m. Washington instructed its envoy to encourage Husni al-Zaim’s stated willingness to accept a quarter million refugees in the Syrian Republic. The message separately emphasized pressure for concessions on repatriation by מדינת ישראל MEDINAT YISRAʾEL. It warned against making a direct offer of American financial assistance or depicting development as a bribe. The number was a proposed capacity, not a completed movement or accepted quota.4

Which frontier reaction belonged to the preceding day?

An American report transmitted early May 13 recorded Ralph Bunche’s reaction on May 12 to the position of מדינת ישראל MEDINAT YISRAʾEL in the Syrian negotiations. It included disagreement over משמר הירדן MIŜMAR HA-YARDEN and the relevance of truce positions. This is May 13 reportage of a May 12 reaction, not another May 13 encounter. The earlier contacts remained part of an unresolved armistice process.5

How is this dated?

This is Day 531 of the 599-day civil-date series: 1949-05-13. Its daytime Ivrit route is י״ד באייר ה׳תש״ט 14th 𝑜𝑓 Iyar, AM 5709. An individual occurrence after local sunset belongs to ט״ו באייר ה׳תש״ט 15th 𝑜𝑓 Iyar, AM 5709; the recap route does not certify each occurrence hour. The three Lausanne hearings are explicitly timed during May 13 daytime. Washington’s 4 p.m. instruction has its own local clock. The reaction in the 1:55 a.m. New York transmission occurred May 12. Pesah Seni falls on the daytime Hebrew date; no particular observance is invented from the calendar.67

Guided reflections

  • What separates a refugee organization’s request from permission for a named family to return?
  • Why must Ralph Bunche’s May 12 reaction stay separate from its May 13 transmission?
