Lausanne acquired a General Committee for detailed negotiations, one civil year after the declaration of מדינת ישראל MEDINAT YISRAʾEL.

What negotiating institution was created?

At 10 a.m. the Commission formally established its General Committee, naming its members and terms. The standalone study follows the committee’s restricted study-and-reporting role. At a separate 10:30 a.m. consultation the delegation of מדינת ישראל MEDINAT YISRAʾEL discussed negotiating procedure. Establishment and consultation were separate acts.12

Did Lausanne become a completed peace conference?

The Commission’s May 16 meeting discussed a May 14 press account that portrayed Lausanne as a peace conference. Arab representatives rejected that characterization. The later official record establishes the existence of a dispute over reporting; the original Paris newspaper page has not been collated. The May 12 protocol and the new committee were negotiating machinery, not a peace treaty.3

How was the anniversary different from the holiday?

May 14 was the civil anniversary of the 1948 declaration. The first legislated Independence Day observance had occurred May 4, on 5 Iyar. JTA’s May 15 ration report also places a warning by דוד בן-גוריון DAVID BEN-GURION to veterans of הגנה HAGANA last night. That is provisionally May 14 evening reportage; it is not a ceremony established merely by the civil anniversary.45

How is this dated?

This is Day 532 of the 599-day civil-date series: 1949-05-14. Its daytime Ivrit route is ט״ו באייר ה׳תש״ט 15th 𝑜𝑓 Iyar, AM 5709. An individual occurrence after local sunset belongs to ט״ז באייר ה׳תש״ט 16th 𝑜𝑓 Iyar, AM 5709; the recap route does not certify each occurrence hour. SR.55 gives May 14 at 10 a.m.; SR/LM/13 dates the separate consultation to 10:30 a.m. that day. The speech described as last night in the May 15 issue may belong to May 14 after sunset, 16 Iyar. The civil anniversary does not move the May 4 holiday.67

Guided reflections

  • Why does a committee for negotiations differ from an agreed peace conference?
  • How should a civil anniversary be distinguished from the established Ivrit holiday?
