American military planners submitted an assessment of מדינת ישראל MEDINAT YISRAʾEL, while Lausanne remained divided over the nature and sequence of negotiations.

How did American planners assess the new state?

Louis Johnson submitted NSC 47 with an undated military study and asked the National Security Council to reconsider policy. The full study describes strategic routes, חיפה HAIFA, airfields and the experience of forces of מדינת ישראל MEDINAT YISRAʾEL. Submission did not establish a new alliance, an approved base agreement or adopted policy.1

What did the Arab delegations reject?

At the 10:30 a.m. Lausanne consultation, representatives of four governments challenged reporting that direct peace negotiations had begun. They maintained their preferred sequence and the Commission’s mediating role. The record includes a French statement and its official English translation; the press characterization under discussion must not be treated as the parties’ agreement.2

What economic urgency did Ethridge describe?

A May 16 telegram discussed unemployment, possible development work and funding needs. Population and resettlement figures in the assessment were projections. They did not authorize expenditure or establish that refugees had returned or found work. American assessment of the state’s strategic value coexisted with pressure over refugee policy; the former did not settle the latter.3

How is this dated?

This is Day 534 of the 599-day civil-date series: 1949-05-16. Its daytime Ivrit route is י״ז באייר ה׳תש״ט 17th 𝑜𝑓 Iyar, AM 5709. An individual occurrence after local sunset belongs to י״ח באייר ה׳תש״ט 18th 𝑜𝑓 Iyar, AM 5709; the recap route does not certify each occurrence hour. The Defense Secretary’s cover is dated May 16; the enclosure has no composition date. SR/LM/14 supplies May 16 at 10:30 a.m. for the Lausanne consultation. Diplomatic transmission clocks do not establish completion of the projected development measures.45

Guided reflections

  • What can an undated enclosure acquire from a dated forwarding memorandum?
  • Why must projected resettlement numbers stay separate from actual movement?
