Lausanne discussed refugee categories and conditions on return while חיים ויצמן ḤAYIM WEIZMANN returned to מדינת ישראל MEDINAT YISRAʾEL.

What barrier to immediate return was restated?

At 4 p.m. the General Committee asked for statistics about divided families and several groups of workers. אליהו ששון ELIYAHU SASSON repeated that return would wait for a final settlement. The full return-and-property study sets the May 17 meeting beside the Commission’s May 18 memorandum. A willingness to supply statistics did not authorize entry for those workers or families.1

What did the president’s arrival signify?

JTA reports חיים ויצמן ḤAYIM WEIZMANN arriving by air, inspecting a guard of honor and proceeding to רחובות REḪOVOT. The report also records receipt of a cable confirming recognition by the Union of South Africa. These were diplomatic and public expressions of the state’s continuing life. Receipt of the cable does not move the earlier recognition decision to May 17.23

Which projects were announced rather than built?

The same dispatch reports a health-building program of six million dollars over three years and a proposed housing investment scheme involving clothing workers. Those announcements document plans and institutional priorities, not completed buildings. The daytime date was ל״ג בעומר LAG BAʾOMER; no particular ritual or crowd is inferred from that coincidence.45

How is this dated?

This is Day 535 of the 599-day civil-date series: 1949-05-17. Its daytime Ivrit route is י״ח באייר ה׳תש״ט 18th 𝑜𝑓 Iyar, AM 5709. An individual occurrence after local sunset belongs to י״ט באייר ה׳תש״ט 19th 𝑜𝑓 Iyar, AM 5709; the recap route does not certify each occurrence hour. The original meeting record is issued May 18 but explicitly dates the consultation May 17 at 4 p.m. The JTA issue says the arrival and cable receipt occurred today, without supplying those clocks. Calendar observance and the occurrence of a particular ceremony are separate claims.67

Guided reflections

  • Why must the document’s May 18 header yield to its explicit May 17 meeting date?
  • What distinguishes an institutional building budget from completed facilities?
