The ואדי עארה WADI ʿARA handover brought אום אל־פחם UMM AL-FAḤM under מדינת ישראל MEDINAT YISRAʾEL, while its delegation proposed a conditional settlement involving עזה AZA.

What happened in ואדי עארה WADI ʿARA?

Muhammad Aql’s scholarly reconstruction specifies Friday, May 20 for entry into אום אל־פחם UMM AL-FAḤM. The expanded existing ואדי עארה WADI ʿARA article follows the May 20–22 phases, the treaty’s residence protections and separate displacement claims. The withdrawal of foreign forces is not evidence that residents withdrew with them.12

What did the delegation propose for עזה AZA?

At the formal Lausanne consultation, representatives offered incorporation of עזה AZA and its population subject to citizenship, security and financial terms. The עזה AZA proposal study distinguishes the official presentation from private discussion that may have occurred May 19. Neither established consent by the Kingdom of Egypt or a completed transfer.34

What did a government appeal ask of agriculture?

JTA reported an appeal by דוד בן-גוריון DAVID BEN-GURION for agriculture to receive immigrants and expand production. The appeal is evidence of a stated economic priority. It does not identify a land transfer, an individual settlement founding or completion of new farms. A newspaper photograph of the ואדי עארה WADI ʿARA handover, reproduced much later, likewise cannot establish unanimous local consent.56

How is this dated?

This is Day 538 of the 599-day civil-date series: 1949-05-20. Its daytime Ivrit route is כ״א באייר ה׳תש״ט 21st 𝑜𝑓 Iyar, AM 5709. An individual occurrence after local sunset belongs to כ״ב באייר ה׳תש״ט 22nd 𝑜𝑓 Iyar, AM 5709; the recap route does not certify each occurrence hour. The scholarship explicitly assigns entry into Umm al-Fahm to May 20. The formal Lausanne record is dated May 20 but supplies no meeting clock.; the private conversation in FRUS 675 may be May 19. The May 22 newspaper picture is later reportage, not an arrival date established independently by its caption.78

Guided reflections

  • How should a handover be connected to civilian protections without assuming either departure or consent?
  • What separates a conditional עזה AZA offer from a negotiated transfer?
