Washington ordered delivery of a presidential warning, while Arab delegates formally challenged the territorial framework being used at Lausanne. The documents give a firm sequence of instructions and objections without recording an implemented settlement.
What did the president authorize?
At 11 a.m. in Washington, Webb instructed McDonald to deliver the warning to דוד בן-גוריון DAVID BEN-GURION. A marginal note records White House clearance May 27. The full warning study quotes the threatened revision in policy and separates it from a sanctions decision. Delivery followed May 29.1
Which document did Arab delegates sign?
Representatives of four governments signed their objection at Lausanne May 28. The memorandum study compares the French signature date with May 29 receipt and May 30 issue. They demanded removal of a document from the General Committee and further discussion with the Commission; this was not a withdrawal from the conference.23
How did the Commission handle representation?
At 10 a.m., the Commission’s sixty-fourth meeting considered frontier presentation, refugee demands and whether to put questions to the Arab Higher Committee. It suspended consideration of the latter question indefinitely. That procedural decision does not establish that refugees elected the government delegates or consented to their positions.4
What did later reportage add to the property record?
A 10 a.m. telegram from Bern summarized ולטר Eitan WALTER’s May 25 letters. It described immigrants occupying formerly Arab homes and an official rejection of general responsibility for the refugee crisis. The letter study treats the acknowledgment as evidence and the responsibility claim as a position requiring case-specific testing. The May 28 dispatch is not a new displacement count.5
How is this dated?
This is Day 546 of the 599-day civil-date series: 1949-05-28. Its public OTD route is כ״ט באייר ה׳תש״ט 29th 𝑜𝑓 Iyar, AM 5709, the daytime Hebrew conversion of the civil slot. The warning instruction is May 28 at 11 a.m.; the UN meeting at 10 a.m. is independently timed. AR/13 closes May 28 but was issued May 30; FRUS 700 reports letters from May 25. An individual occurrence after local sunset belongs to א׳ בסיון ה׳תש״ט 1st 𝑜𝑓 Sivan, AM 5709; the daily slot does not assign that daytime Hebrew date to every incident described here. Source clocks are local to their named cities; evening reports and meeting times remain distinct. 6789
