On June 4, 1949, Washington set conditions for considering incorporation of the coastal area of עזה AZA into מדינת ישראל MEDINAT YISRAʾEL. In Lausanne, the Conciliation Commission also discussed eastern frontiers and unresolved arrangements in ירושלים YERUŜALAYIM. Conditional plans did not transfer territory, citizenship or households.1
Which conditions limited support for the Gaza proposal?
The instructions required negotiations and full consent from the Kingdom of Egypt, possible territorial compensation if requested, equal citizenship and protection for residents, and UN supervision. The Cairo embassy’s estimate that consent might be obtainable was expressly made without consulting Egyptian authorities. The expanded Gaza study preserves this against the June 6 press account of withdrawn support. Neither statement establishes a completed transfer.2
What did the Commission discuss at 10 a.m.?
At its 68th meeting, the Commission considered the eastern-frontier proposal and a canal project that representatives of מדינת ישראל MEDINAT YISRAʾEL did not want included in the formal memorandum transmitted to Arab delegates. Barnes also reported an impasse over הר הצופים HAR HA’ẒOFIM and לטרון LATRUN. A discussion about irrigation and access was evidence of negotiating priorities, not implementation of engineering works or an agreed border.4
Was the Government House area already disputed?
The meeting discussed an earlier, withdrawn idea to divide the neutral Government House area. This establishes administrative disagreement before the June 6 movement. It did not authorize military entry by either side. The full incident study distinguishes the prior dispute, entry, formal protests and later UN findings. No new casualty, return, compensation payment or property transfer is established by this meeting.5
How is this dated?
This is Day 553 of the 599-day civil-date series: 1949-06-04. Its public daytime route is ז׳ בסיון ה׳תש״ט 7th 𝑜𝑓 Sivan, AM 5709. The civil slot is not the occurrence date of every item discussed. SR.68 dates the meeting to June 4 at 10 a.m. The American telegram is June 4 at 2 p.m. in Washington; those clocks belong to different places and acts. The June 6 press report describes a preceding 48-hour interval without establishing a separate June 4 implementation. Receipt and other acts lacking a local clock could fall after sunset on ח׳ בסיון ה׳תש״ט 8th 𝑜𝑓 Sivan, AM 5709; the two dated daytime discussions do not fix those other clocks.678
