On June 7, 1949, the American president maintained diplomatic pressure while relief organizations warned of a financial crisis. Immigration and reception planning continued under the sovereignty of מדינת ישראל MEDINAT YISRAʾEL. The day’s population figures measured different responsibilities and must remain distinct.123

What did the president authorize?

James Webb recorded Harry Truman instructing the State Department to hold its position concerning the May diplomatic warning. Publication could be permitted if needed to counter misleading accounts. Webb’s description of government agents attempting influence is his assertion; the memorandum does not independently identify them or prove knowing deception in a named statement. It created no new sanction.4

Why did the relief caseload exceed a refugee estimate?

At 11 a.m., agencies explained a 940,000 feeding allocation and Parminter’s personal estimate of about 650,000 displaced refugees. People cut off from farms or employment also needed aid. The full relief study quotes the original distinctions and the warning about winter funding. The meeting documented a risk, not a cessation of relief, and neither figure was a completed census.5

Which arrivals and plans were reported?

JTA stated that 870 immigrants arrived today aboard גלילה GALILA at חיפה HAIFA, from Bari. It separately reported 23,342 arrivals during May, including about 5,000 from the Republic of Turkey, and plans for thirteen reception centers accommodating 27,000. The May total, today’s arrival and future capacity are separate measures. הסוכנות היהודית HAʾSOḪNUT HAʾYEHUDIT planned services; the dispatch does not establish that all thirteen centers were built or occupied.6

Did outside arbitration begin?

Washington considered outside arbitration for disputes around ירושלים YERUŜALAYIM, including possible judges associated with the International Court of Justice. Considering arbitrators is not an accepted arbitration proceeding. The remaining diplomatic and humanitarian questions could not be settled by treating a proposal as its execution.7

How is this dated?

This is Day 556 of the 599-day civil-date series: 1949-06-07. Its public daytime route is י׳ בסיון ה׳תש״ט 10th 𝑜𝑓 Sivan, AM 5709. The civil slot is not the occurrence date of every item discussed. Webb’s meeting memorandum and the telegram are dated June 7. The relief record supplies 11 a.m.; the JTA today arrival belongs to June 7, with an unknown arrival hour and adjacent sunset route י״א בסיון ה׳תש״ט 11th 𝑜𝑓 Sivan, AM 5709. May immigration totals and winter funding horizons are not June 7 occurrences.8910

Guided reflections

  • Why do 940,000 people needing food and 650,000 estimated displaced refugees describe different categories?
  • What separates permission to publish the warning from a new sanction?
