On June 8, 1949, מדינת ישראל MEDINAT YISRAʾEL delivered its formal reply to the American warning. A UN committee discussed blocked Arab accounts, and Washington circulated a new Syrian armistice draft. These records describe policy, negotiations and restrictions; they do not establish mass return, payments or military withdrawal completed that day.123
What did the reply reject?
At 9 p.m., משה שרת MOŜE SHARETT delivered the letter defending territorial security and opposing substantial refugee return before peace. The full reply study separates its stated policy from its general explanation of Arab departures. The letter’s claim about UN membership is tested against Resolution 273, which admitted the state without certifying fulfillment of every refugee obligation. The after-sunset delivery has its own 12 Sivan route.4
Could money be released without settling ownership?
At 11 a.m., the General Committee considered small provisional withdrawals from blocked Arab accounts. The full accounts study distinguishes personal deposits from currency-backing funds and avoids adding potentially overlapping sums. Members sought an approach to ולטר Eitan WALTER, not general payment authorization. Residence and transfer to territory treated as enemy territory complicated the proposal.6
What did the northern draft propose?
The expanded armistice study presents the June 8 provisions for demilitarization, UN supervision and civilian life. The draft specified ten weeks for withdrawal after signature. It remained a proposed instrument, not a signed armistice, a withdrawal order already carried out or evidence that civilians returned that day.7
Which histories remain individual?
A general policy statement cannot establish whether a family fled fighting, left under an evacuation order, was expelled or was later refused return. Likewise, a blocked-account discussion does not establish a holder’s departure mechanism. Sovereignty gave מדינת ישראל MEDINAT YISRAʾEL responsibility for these policies; evaluating their effects requires named admission, property and bank records.8
How is this dated?
This is Day 557 of the 599-day civil-date series: 1949-06-08. Its public daytime route is י״א בסיון ה׳תש״ט 11th 𝑜𝑓 Sivan, AM 5709. The civil slot is not the occurrence date of every item discussed. The civil-day route is 11 Sivan, but the confirmed 9 p.m. delivery was after sunset on י״ב בסיון ה׳תש״ט 12th 𝑜𝑓 Sivan, AM 5709. The committee’s June 8 meeting was issued June 9. The American draft transmission was June 8 at 7 p.m. in Washington; that local clock does not date its receipt elsewhere.101112
Guided reflections
- Why must the reply’s delivery route differ from the daily recap’s route?
- What evidence would establish an actual withdrawal or bank payment beyond these proposals?
