On June 14, 1949, both parties withdrew from Government House, while the General Committee discussed citrus property and blocked funds. The Conciliation Commission also adopted its third progress report. Completed military compliance and unresolved civilian remedies appear together, with different evidentiary limits.123
Which action was completed?
The Government House withdrawal followed the June 13 commission finding. Official reporting supplies June 14 as the compliance date, with a morning deadline in the diplomatic record. The action did not settle the city’s sovereignty or verify every troop movement, but it is stronger evidence than an earlier promise that troops would leave.4
Why did property and return remain separate?
In the citrus and funds meeting, the delegation of מדינת ישראל MEDINAT YISRAʾEL discussed preserving groves and possible changes in agricultural use while refusing to agree to actual refugee return before the peace position was known. The chairman sought limited individual withdrawals for immediate relief. The summary establishes the competing positions; it supplies neither an orchard ownership census nor proof of payments reaching depositors.6
What else was adopted or reported?
SR.72 records adoption of the third report subject to minor drafting changes. Separately, the June 15 JTA bulletin reports a bond decision on the previous night, June 14, and a proposed civilian budget excluding defense. A bond vote, an incomplete budget and an international report are different institutional acts. None should become a final comprehensive state expenditure figure.7
How is this dated?
This is Day 563 of the 599-day civil-date series, 1949-06-14, using its daytime route י״ז בסיון ה׳תש״ט 17th 𝑜𝑓 Sivan, AM 5709. The recap groups developments and reportage; it does not give every discussed event this date. PAL/506’s June 15 issue explicitly dates withdrawal to June 14. Com.Gen/SR.15 gives a 3:30 p.m. meeting on June 14. SR.72 prints June 14 at 1 a.m. The bond decision is previous night reportage and may fall after sunset on 18 Sivan; it is contextual here, not a newly assigned exact Hebrew-date Event.9101112
