On June 20, 1949, American officials proposed safeguards and new negotiating machinery for ירושלים YERUŜALAYIM, while a UN working paper distinguished categories of blocked assets. Contemporary reporting also described the Budapest prosecution. None of these records establishes a new sovereign settlement, a general refugee payout or an exact migration total.12
What arrangement was proposed for the city?
The human-rights proposal assigned possible governing and supervisory powers without settling sovereignty. A separate presentation in Amman suggested moving stalled bilateral questions to armistice supervision. Jordanian officials sought restoration of ordinary civilian life. Their consideration on June 20, the committee vote June 21 and a later announcement of acceptance are separate stages.3
What did the asset paper clarify?
Com.Gen/W.1 distinguished sterling access granted to the government from currency-backing assets and undivided balances. Its account of a May 30 financial agreement did not mean that refugee depositors had received their private balances on June 20. The paper’s possible use of surplus funds for relief remained a proposal. A currency reserve, a state account and a household bank balance cannot be added as if interchangeable.5
How did Budapest reach the news?
The June 20 JTA bulletin reported convictions, withdrawn confessions and defense explanations in the Hungarian trial. The trial study retains June 18 as the scholarly date of the hearing and preserves discrepancies in verdict details. The bulletin’s last night wording is not enough to replace that hearing date. Its defense statements link the prosecution to people’s experience of השואה HAʾŜOA and desire to reach מדינת ישראל MEDINAT YISRAʾEL.6
Was the Lausanne recess already underway?
A June 20 assessment in the FRUS notes questioned what a recess would accomplish without changed government positions. It is commentary on the proposal, not evidence that talks had already stopped. Committees could continue even during a later recess; the calendar of negotiations requires records of actual meetings and departures.7
How is this dated?
This is Day 569 of the 599-day civil-date series, 1949-06-20, using its daytime route כ״ג בסיון ה׳תש״ט 23rd 𝑜𝑓 Sivan, AM 5709. The recap groups developments and reportage; it does not give every discussed event this date. FRUS 779 dates the Amman presentation to June 20 morning. FRUS 780 is a June 20 Washington dispatch at 8 p.m., with receipt uncollated. Com.Gen/W.1 and JTA supply June 20 document and issue dates; the financial agreement and hearing they describe retain May 30 and June 18. The daytime series route is 23 Sivan.891011
