On June 23, 1949, representatives of מדינת ישראל MEDINAT YISRAʾEL pressed for new negotiating machinery at Lausanne, while a Jerusalem committee debated political status. JTA announced a planned July 1 administrative change in three towns. These are decisions, arguments and prospective measures with different effects on civilian life.12
What was proposed for Jerusalem?
At the 10 a.m. meeting, Benoist discussed a formal arrangement under which neither administering state would claim sovereignty in the proposed scheme. That was a proposal under discussion, not a UN decision settling sovereignty over ירושלים YERUŜALAYIM. Authority over holy places and practical access remained matters requiring agreements and administration.3
What did the delegation seek at Lausanne?
A June 23 letter proposed five committees for principles of peace, territory, refugees, the city and regional economic development. Asking for negotiating bodies did not establish them. A separate protest challenged language attributed to a June 17 Arab press statement. The original statement remains unheld; the complaint establishes the delegation’s objection, without permitting TJD to adopt its characterization of absent wording.45
Was military administration already ended?
The bulletin announced July 1 as the future date for ending military administration in יפו YAFO, לוד LOD and רמלה RAMLA. It also reported a denial of a planned offensive near לטרון LATRUN. Neither an announcement nor a denial independently proves every operational circumstance. The later movement study keeps announcement, jurisdiction and nighttime freedom distinct.6
How is this dated?
The committee’s June 23 heading prints 10 a.m. Letters IS/28 and IS/29 are dated June 23 without clocks. JTA’s issue supplies reportage and an explicit future July 1 administrative target; it is not the implementation date. The daytime civil-day placement is כ״ו בסיון ה׳תש״ט 26th 𝑜𝑓 Sivan, AM 5709. Without an occurrence hour, an after-sunset act would fall on כ״ז בסיון ה׳תש״ט 27th 𝑜𝑓 Sivan, AM 5709; dispatch, receipt and implementation are not presumed simultaneous.789
Guided reflections
- What did the delegation’s requested committees aim to negotiate?
- Why must an earlier press statement be inspected before adopting a complaint’s characterization?
