June 24, 1949, joined presidential advocacy, American pressure and a reported parliamentary vote on יפו YAFO. The documents make the responsibilities of sovereignty by יהודים YEHUDIM visible alongside unresolved refugee and territorial disputes. They establish dated acts and positions without proving an agreed peace.123
How did חיים ויצמן ḤAYIM WEIZMANN defend the state’s position?
The presidential letter connected territory with protection of cities and immigration with the recovery of יהודים YEHUDIM after השואה HAʾŜOA. Claims about Arab departures and more than 25,000 admissions or re-entries remain attributed to the letter. They cannot become a common cause for every displacement or a verified admission total. Its June 24 date and July 9 forwarding remain distinct.4
What did Washington demand?
The American aide-mémoire challenged the repatriation and boundary positions of מדינת ישראל MEDINAT YISRAʾEL and called for substantial resettlement by Arab governments. Delivery occurred in Washington June 24; an 8 p.m. telegram reported it. It was diplomatic intervention, not acceptance of every proposed measure, Egyptian consent to the Gaza option or a completed transfer of people.5
What did the parliamentary vote change?
JTA reported approval that day of a bill extending municipal authority over יפו YAFO. The vote study distinguishes parliamentary action from legal implementation and the later change from military administration. The report’s population estimates describe residents, not people newly expelled or admitted. A dated UN survey also distinguishes proposals rejected, pending and accepted in principle, preserving the gap between discussion and remedies carried out.67
How is this dated?
The letter and aide-mémoire are dated June 24; delivery and forwarding clocks remain separate. JTA explicitly assigns the vote to today. W/16 is a June 24 survey preserved here in a later retyped reproduction, not an original facsimile. The daytime civil-day placement is כ״ז בסיון ה׳תש״ט 27th 𝑜𝑓 Sivan, AM 5709. Without an occurrence hour, an after-sunset act would fall on כ״ח בסיון ה׳תש״ט 28th 𝑜𝑓 Sivan, AM 5709; dispatch, receipt and implementation are not presumed simultaneous.8910
