On July 1, 1949, committee work continued during the Lausanne plenary recess. JTA reported a decision to shift three towns to civilian jurisdiction and lift movement restrictions that night. A forwarded financial proposal sought access to refugee balances, while family-reunion procedures still required action.123
What changed in the three towns?
The movement study distinguishes the day’s announced jurisdictional shift from freedom to leave enclosed urban areas as of tonight. Lifting the curfew and passes concerned Arab residents of יפו YAFO, לוד LOD and רמלה RAMLA. The reported approximately 10,000 residents are not new arrivals or a verified count of beneficiaries. Enforcement and the original orders remain uncollated.4
What work continued during the recess?
The General Committee revised how to convey the state’s position to Arab delegations, including wording about minor children and compassionate cases. Approval by the delegation was still sought before transmission. This actual meeting confirms that the plenary recess did not stop committee work. A draft’s more conciliatory phrasing did not itself release property or admit a family.5
Had frozen money been paid?
The committee’s forwarding memorandum conveyed a sterling-linked proposal requiring British and Israeli agreements. It belongs with the refugee-delegation appeal and existing banking study. Neither forwarding nor discussion proves private depositors received money. The July 1 report of the June 30 Dayan conversation similarly dates reportage rather than creating another negotiating meeting today.67
How is this dated?
Com.Gen/SR.19 gives July 1 at 10:30 a.m., supporting daytime ד׳ בתמוז ה׳תש״ט 4th 𝑜𝑓 Tamuz, AM 5709. Com.Gen/6 is a July 1 memorandum without delivery clock. JTA reports the decision today and anticipates the jurisdictional shift and movement freedom tonight; the latter is provisionally ה׳ בתמוז ה׳תש״ט 5th 𝑜𝑓 Tamuz, AM 5709. FRUS 805 describes a June 30 conversation. No July 2 daily recap is created by this batch.8910
