On July 5, 1949, public reportage of Tobianski’s innocence confronted a wrongful execution, while Ben-Gurion attended parliamentary discussion of security zones and heard criticism of naval organization. American officials also drafted suggestions for ירושלים YERUŜALAYIM. The state’s exercise of authority was being tested in law, defense and accountability.123
What was made public about Tobianski?
What authority did security zones involve?
What did the naval complaint establish?
Alan Burg told Ben-Gurion that the navy lacked effective organization and claimed about sixty specialists had left. Ben-Gurion asked him to remain temporarily and submit proposals. The allegation is attributed to Burg, not an independently verified personnel return. A further military discussion at 10 p.m. belongs after sunset, on 9 Tamuz; the civil-day recap keeps it here with that boundary stated.8
What was proposed for the city?
Sandifer’s July 5 working memorandum suggested changes to an international-regime draft, including local governmental powers and a UN commissioner’s functions. It was an American drafting position, not a city constitution already enacted. The negotiation study separates this drafting from practical armistice commitments.9
How is this dated?
The July 5 diary gives 8 Tamuz; its written year תש״מ conflicts with the archive’s 1949 heading and the sequence, so that transcription is not used as the year authority. Afternoon discussion supports ח׳ בתמוז ה׳תש״ט 8th 𝑜𝑓 Tamuz, AM 5709; the 10 p.m. discussion belongs to ט׳ בתמוז ה׳תש״ט 9th 𝑜𝑓 Tamuz, AM 5709. Davar’s date is an issue date, and FRUS 810 is a dated working memorandum without adoption or receipt clock.101112
